Job Overview:
The ICLA Coordinator (Protection from Violence Partnership) position is crucial for overseeing the implementation of the Information, Counselling and Legal Assistance (ICLA) and Protection from Violence (PfV) activities through partner organizations in Nigeria. This role is based in Maiduguri, Borno State, and operates within a complex and high-risk environment, requiring frequent field engagement to support partners and monitor project implementation. The coordinator will ensure compliance with NRC standards and donor requirements while promoting learning and accountability. The position is designed for individuals who are passionate about humanitarian work and committed to improving the lives of refugees and internally displaced persons. The coordinator will be responsible for providing technical guidance, financial oversight, and capacity building to partners, ensuring that ICLA and PfV activities are delivered effectively and in alignment with best practices.

Duties and Responsibilities:
The ICLA Coordinator will lead regular monitoring of implementing partners to ensure the quality, timeliness, and compliance of ICLA/PfV activities. This includes conducting routine and ad hoc field visits to observe various activities such as group information sessions, individual counselling, legal assistance, community forums, and protection monitoring. The coordinator will review partner workplans and activity reports to ensure alignment with project objectives, identify implementation gaps, and provide timely feedback. Additionally, the role involves providing ongoing technical guidance on ICLA/PfV programming, supporting partners in applying NRC tools and standards, and ensuring activities adhere to protection principles. The coordinator will also monitor partner expenditure, support capacity-building interventions, facilitate training sessions, and promote learning among partners. Reporting and documentation are key responsibilities, including preparing monitoring visit reports and contributing to donor reporting.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Law, Social Sciences, Development Studies, or a related field. A minimum of 3 years of relevant experience in ICLA, protection, legal assistance, or partnership management is required. Proven experience working with implementing partners and monitoring partner-led projects is essential. Candidates should have a strong understanding of housing, land, and property (HLP) issues, legal identity, civil documentation, community-based protection, and dispute resolution mechanisms. Experience in financial monitoring and budget tracking is an asset, along with strong reporting, analytical, and data interpretation skills. Excellent coordination, communication, and interpersonal skills are necessary, as well as the ability to provide constructive technical feedback and mentorship.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Law, Social Sciences, Development Studies, or a related field. This educational foundation is critical for understanding the legal frameworks and social dynamics that affect displaced populations and for effectively implementing ICLA and PfV activities.

Experience:
The position requires a minimum of 3 years of relevant experience in areas such as ICLA, protection, legal assistance, or partnership management. Candidates should have a proven track record of working with implementing partners and monitoring projects in complex and volatile environments. Experience in financial monitoring and budget tracking is also beneficial, as is familiarity with humanitarian principles and practices.

Languages:
Fluency in English is mandatory for this position. Knowledge of local languages such as Hausa, Kanuri, and Fulani is considered an added advantage, as it enhances communication with affected populations and partners in the field.

Additional Notes:
The contract duration for this position is 12 months, with the possibility of renewal. The role is classified at Grade 7 in NRC's grading structure, and the reporting line is to the ICLA Project Manager. The position requires frequent travel, estimated at 65% of the time, to various field locations.
