Job Overview: The Technical Advisor II position is a critical role within the Humanitarian Response Department (HRD) of CRS, responsible for providing technical advice, guidance, and support in Monitoring, Evaluation, Accountability, and Learning (MEAL) and Information Management (IM) for emergency response and recovery programs. The advisor will ensure that CRS's emergency programming adheres to quality principles and standards, donor guidelines, and best practices. This role involves collaborating with regional and Country Program (CP) teams to enhance the effectiveness and innovation of CRS's programming, ultimately contributing to the delivery of high-quality services to those in need. The advisor will also play a key role in developing agency-wide strategies and tools that engage partners and donors effectively, ensuring a cross-sectoral approach that integrates gender, protection, and disaster risk reduction.
Duties and Responsibilities: The duties and responsibilities of the Technical Advisor II include:
Contributing to the development and implementation of agency-wide MEAL and IM strategies, standards, and tools.
Providing technical solutions to regional and CP teams for strategic planning and design" style="border-bottom: 1px dotted #007bff !important;">program design.
Leading the development of MEAL components for complex proposals, including monitoring systems and indicators.
Advising project teams on integrating donor strategies into CRS’s approach.
Guiding country program teams in developing project MEAL and IM systems that meet donor requirements.
Establishing relationships with donors and peer organizations to promote best practices.
Required Qualifications: The position requires a Master's Degree in International Development, MEAL, or IM, along with a minimum of five years of relevant international experience in an advisory or management role, ideally with an international NGO. Candidates should have at least three years of experience in programming interventions in MEAL, technical assistance, and proposal development for external funding. A strong understanding of technical principles in MEAL, experience in business development, and proficiency in MS Office and information management systems are also essential. Preferred qualifications include experience with quantitative and qualitative MEAL approaches, database management, and statistical software.
Educational Background: Candidates must possess a Master's Degree in a relevant field such as International Development, MEAL, or Information Management. Additional work experience may substitute for some educational requirements, particularly in the context of international development and humanitarian response.
Experience: The ideal candidate should have a minimum of five years of relevant international working experience, with progressive responsibilities in advisory or management roles. This includes at least three years of experience specifically focused on MEAL programming interventions. Experience in technical assistance, proposal development, and program monitoring and evaluation is crucial.
Languages: Proficiency in English and French is mandatory, with additional proficiency in Spanish or Arabic preferred. Strong verbal and written communication skills in these languages are essential for effective collaboration and reporting.
Additional Notes: This is a global remote position, and candidates must be based in countries where CRS has existing offices. CRS does not sponsor visas for remote employees. The role may require travel up to 50% of the time, and candidates should be prepared to work in challenging environments. The position may also involve temporary supervisory roles within CRS country programs during deployments.
