Job Posting Organization: The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral platform established to enhance high-quality connectivity infrastructure investment in developing countries. It operates under the guidance of the MCDF Governing Committee and is supported by the Asian Infrastructure Investment Bank (AIIB), which serves as its Administrator. The MCDF aims to promote compliance with International Financial Institution (IFI) standards and encourages other investors to adopt these standards. The organization is structured into a Finance Facility and a Collaboration Platform, with the Finance Facility providing grants for project preparation and capacity building, while the Collaboration Platform fosters communication among member IFIs. The MCDF Secretariat, led by the Chief Executive Officer, is responsible for operational support and is accountable to both the Governing Committee and the Administrator for its activities and compliance with administrative rules.
Job Overview: The Senior Administration Consultant will play a crucial role in advising and supporting the Senior Governance Officer and the Business Management Unit in various administrative functions. This position requires a strategic and hands-on approach to ensure effective administration within the MCDF Secretariat. The consultant will be responsible for a wide range of tasks, including managing travel arrangements, procurement processes, and logistics for meetings. Additionally, the consultant will oversee the quality of Chinese translations for social media content and knowledge products, support the development of a virtual reality outreach project, and manage records and contact information. The role is essential for maintaining compliance with relevant rules and procedures and ensuring the smooth operation of the MCDF Secretariat.
Duties and Responsibilities: The Senior Administration Consultant will undertake a variety of duties, including advising on the updating of the Secretariat’s Rules of Procedures, coordinating travel arrangements, ensuring quality control of translations, supporting a virtual reality project, and improving file management systems. The consultant will also coordinate the work of Admin Assistants, assist in the internal and external audit processes, provide logistics support for meetings, and help develop training plans for Secretariat staff. Additional responsibilities include revising meeting minutes, organizing bilateral meetings, advising on procurement issues, and supporting the development of the Business Management Unit's work plan and budget. The consultant will also be tasked with editing official documents and performing other duties as assigned by the Senior Governance Officer.
Required Qualifications: Candidates must possess a Master’s degree or higher in business, finance, economics, law, information management, or a related field from a reputable university. A minimum of 15 years of relevant working experience in institutional services and administration is required, with a focus on governance, knowledge management, procurement, business travel, and budget monitoring, preferably within multilateral development banks (MDBs). Strong cross-cultural, interpersonal, organizational, and negotiation skills are essential, along with excellent oral and written communication skills in English. Proficiency in MS Office, MS Teams, SharePoint, and virtual meeting software such as Zoom is also necessary. Preference will be given to candidates already residing in China.
Educational Background: The position requires a Master’s degree or higher in a relevant field such as business, finance, economics, law, or information management. Candidates should have graduated from a reputable university, ensuring a solid foundation in the necessary knowledge and skills for the role.
Experience: The ideal candidate should have at least 15 years of experience in institutional services and administration. This experience should encompass a broad range of areas, including governance, knowledge management, procurement, business travel, and budget monitoring. Experience working in multilateral development banks (MDBs) is highly preferred, as it demonstrates familiarity with the operational and administrative standards expected in such environments.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills required. Proficiency in Chinese is also essential, particularly for tasks involving translation and social media content production. Candidates who possess additional language skills may have an advantage, but English and Chinese are the primary languages needed for this position.
Additional Notes: The consultant is expected to work onsite at the MCDF offices in Beijing under normal circumstances. The position may involve a full-time commitment, and the consultant will report directly to the Senior Governance Officer responsible for administration and finance. The role includes a focus on knowledge transfer and training, ensuring that all work is retained within the MCDF systems.
