Job Posting Organization: SOLIDARITÉS INTERNATIONAL was established in Afghanistan in 1980 during the Soviet Occupation and has been dedicated to supporting the Afghan population for over 38 years. The organization has maintained an uninterrupted presence in the country until 2018, providing a wide range of services including water, hygiene, sanitation, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, livelihoods, and shelter for populations affected by conflicts or natural disasters. After resuming its programs in December 2021, SOLIDARITÉS INTERNATIONAL has expanded its operations to several provinces including Bamiyan, Kapisa, Wardak, and Kabul, with exploratory missions in Nimroz and Farah. In 2022, the organization implemented food security and WASH programs and aims to scale these efforts in 2023, with a projected budget increase from 2 million euros to around 6 million euros and an expansion of its workforce from 70 to 150 employees.
Job Overview: The WASH Coordinator plays a crucial role in developing the strategy for SOLIDARITÉS INTERNATIONAL in Afghanistan, specifically focusing on the WASH sector. This position is responsible for ensuring the quality and relevance of technical approaches and WASH activities in alignment with the needs of local populations. The WASH Coordinator oversees the project cycle, particularly the operational monitoring of WASH programs in the country. Additionally, this role contributes to the improvement of SOLIDARITÉS INTERNATIONAL's methods and techniques in the WASH field. Reporting directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and functionally to the WASH Technical department, the WASH Coordinator manages all WASH Deputy Program Managers and is expected to develop technical guidance for ECHO & BHA programs, establish strong relationships with key WASH actors, and create quality standards for program implementation.
Duties and Responsibilities: The WASH Coordinator's main responsibilities include:
Strategic Orientation: Developing a sector-based strategy for WASH in Afghanistan.
Relevance and Quality of Projects: Ensuring that all WASH projects meet the needs of the local population and adhere to quality standards.
Coordination, Technical Support, and Operational Monitoring: Overseeing the implementation of WASH programs and providing technical support to the team.
Capitalization: Contributing to the documentation and sharing of best practices and lessons learned in WASH programming.
Personnel Management: Managing the WASH team, including Deputy Program Managers, and ensuring their professional development.
Reporting, Communication, and Representation: Preparing reports and representing SOLIDARITÉS INTERNATIONAL in relevant forums and meetings.
Initial Priorities: Developing technical guidance for ECHO & BHA programs, supporting the Sub-Regional Cluster Coordinator, and conducting needs assessments for WASH in SI areas.
Required Qualifications: The position requires the following qualifications:
A Bachelor or Master’s degree related to engineering and WASH.
At least one significant leadership experience in coordinating WASH humanitarian programs.
Experience in conducting assessments and proposal development.
Familiarity with humanitarian coordination mechanisms such as clusters.
Experience working in high-security, volatile environments and managing teams effectively.
Educational Background: Candidates must possess a Bachelor or Master’s degree in a field related to engineering and WASH, which provides the necessary technical foundation for the role.
Experience: The ideal candidate should have substantial experience in leadership roles related to WASH program coordination, with at least two years of project management experience. Previous experience in emergency project implementation and conducting assessments is essential. Familiarity with humanitarian coordination mechanisms and experience in tense security contexts are also required. Desirable experience includes working in Afghanistan and delivering training and capacity building for staff.
Languages: Fluency in English, both written and spoken, is mandatory. Knowledge of Dari or Pashto is considered an asset, enhancing communication with local stakeholders and communities.
Additional Notes: This is a salaried position with a base salary of EUR 2600, plus experience-based adjustments and a 10% annual leave allowance paid monthly. A monthly per diem of 600 USD is provided during the mission. SOLIDARITÉS INTERNATIONAL covers travel expenses between the expatriate's home country and the assignment location. The organization implements a break system, allowing one break after every two months of work, with a break allowance of 850 USD. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Kabul are fair, with access to essential goods and services, although the security situation can be tense. The WASH Coordinator will reside in a shared guesthouse with other international staff, and living conditions in the field may be harsher.
