Job Overview:
The National Gender Water Expert (NGWE-V) will play a crucial role in the implementation of the Gender Integration and Equality Approach for Transboundary Aquifers (TBA-GiEA) in Vietnam, as part of the bilateral GEF IW project between Cambodia and Vietnam. This position requires close collaboration with national partners and stakeholders to ensure the integration of gender considerations in water management practices. The NGWE-V will be responsible for conducting gender analyses, facilitating capacity development, and monitoring and evaluating gender-related activities within the project. The overarching goal is to enhance the participation of diverse social groups, particularly women, in the governance and management of the Cambodia-Mekong Delta Aquifer, thereby contributing to environmental sustainability and water security in the region.

Duties and Responsibilities:
The NGWE-V will have a comprehensive set of responsibilities, including:
  • Liaising with national counterparts to coordinate activities related to the TBA-GiEA implementation.
  • Supporting the development and execution of gender and livelihood analyses to inform project strategies.
  • Adapting training materials on water and gender equality to the Vietnamese context, ensuring accurate translations and relevance.
  • Facilitating workshops and training sessions for project staff and stakeholders to enhance understanding of gender issues in water management.
  • Assisting in the recruitment process for project positions to ensure gender inclusivity in hiring practices.
  • Developing knowledge materials related to water and gender to support project objectives.
  • Conducting gender monitoring and evaluation to assess the effectiveness of project interventions.
  • Maintaining relationships with Ministerial Gender Focal Points and other relevant experts to foster collaboration.
  • Performing administrative tasks as needed to support the TBA-GiEA. 1
  • Contributing to project reports for donors and stakeholders, and organizing outreach activities as required.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Eligibility to work in Vietnam is mandatory.
  • Proficiency in both English and Vietnamese is essential for effective communication.
  • An advanced university degree in a relevant field such as natural resources management, hydrology, agriculture, social sciences, or gender studies is required, with a preference for candidates holding an MSc degree.
  • A minimum of 10 years of relevant working experience in project management within Vietnam, particularly in integrating gender considerations at both institutional and project levels.
  • Proven experience in gender mainstreaming related to agriculture, irrigation, watershed management, or aquifer management is preferred.
  • Demonstrated ability to interact with diverse stakeholders, especially governmental and ministerial parties.
  • Experience in educational and training methodologies is advantageous.
  • Familiarity with project monitoring and evaluation processes is preferred.

Educational Background:
The educational background required for this position includes an advanced university degree in fields relevant to the role, such as natural resources management, hydrology, agriculture, social sciences, or gender and women studies. Candidates with a Master of Science (MSc) degree are particularly preferred, as this level of education is likely to provide the necessary theoretical and practical knowledge for the complexities of gender integration in water management.

Experience:
The position requires extensive experience, specifically a minimum of 10 years in project management roles within Vietnam. Candidates should have a strong background in integrating gender considerations into projects, demonstrating a deep understanding of the challenges and opportunities related to gender equality in the context of water management. Experience in working with governmental and ministerial stakeholders is crucial, as is familiarity with project monitoring and evaluation processes.

Languages:
