Job Overview: The Programme Coordinator position is pivotal within IDLO, tasked with supporting the implementation of programs under the direct supervision of the Programme Lead. This role encompasses the overall management of the programme cycle, which includes formulation, implementation, and ensuring financial and quality compliance. The Programme Coordinator will engage with both internal and external stakeholders, ensuring that all project phases align with IDLO's processes and procedures. The position requires a proactive approach to monitoring programme activities, ensuring compliance with contracts, and maintaining quality controls throughout the programme cycle. Additionally, the Programme Coordinator will play a key role in programme development and representation, building relationships with donors, UN agencies, and other stakeholders in the rule of law field.
Duties and Responsibilities: The Programme Coordinator will be responsible for a variety of duties, including:
Supporting day-to-day programme implementation, ensuring consistency with project design and delivery schedules. This includes work planning, budget management, monitoring, and reporting.
Managing coordination within the Liberia Country Office and developing implementation plans using standardized programme cycle management tools.
Monitoring daily programme implementation issues and making recommendations for course corrections.
Drafting and finalizing internal and external reports, ensuring they highlight the value and impact of the programmes.
Collaborating with the Finance Unit to ensure accurate financial forecasts and addressing budgetary issues.
Supporting the identification and screening of programme consultants and contractors in conjunction with HR.
Ensuring compliance with contracts and procedures, recommending corrective actions as necessary.
Conducting research on relevant legal, political, social, and economic developments.
Representing IDLO at programme events and liaising with various stakeholders to build relationships and identify new programme opportunities. 1
Designing implementation plans and contributing to the development of proposals or concept notes.
Required Qualifications: Candidates must possess a graduate degree, such as a Master's or equivalent, in Law, International Relations, Development Studies, or a related field. Additionally, 3-5 years of relevant professional experience is required, ideally within an international organization. Experience in capacity development and rule of law programming is considered an asset. Candidates should also demonstrate familiarity with standard programme and data management methodologies, tools, and results-based management principles.
Educational Background: A graduate degree (Master's or equivalent) in Law, International Relations, Development Studies, or a related field is mandatory for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in legal and development issues.
Experience: The position requires 3-5 years of relevant professional experience, ideally gained within an international organization. This experience should encompass roles that involve capacity development and rule of law programming, providing the candidate with a solid foundation to effectively manage and implement IDLO's programmes.
Languages: Fluency in English is required for this position, as it is the primary language of communication within IDLO and with external stakeholders. While English proficiency is mandatory, additional language skills may be considered an asset, particularly if they relate to the local context or the regions in which IDLO operates.
Additional Notes: This is a locally recruited position, and IDLO will offer the selected candidate an Affiliate contract for 12 months, with the possibility of extension based on performance and funding availability. The annual basic salary for this position is USD 25,464, along with medical insurance and leave entitlements as per IDLO Employee Regulations and Rules.
