Job Overview:
The Social & Environmental Safeguard Expert will play a crucial role in supporting the project team in Yemen. The primary function of this position is to oversee the development, implementation, and monitoring of site-specific Environmental and Social Management Plans (ESMPs). The expert will ensure that all project activities comply with the Environmental and Social Commitment Plan (ESCP) and the Environmental and Social Management Framework (ESMF). This role is vital for maintaining the integrity of the project’s environmental and social safeguards, and the expert will be responsible for providing regular updates and revisions to the ESMF, developing ESMPs for various project activities, and preparing compliance reports as required by the Project Manager. The position requires a proactive approach to ensure that environmental and social considerations are integrated into all aspects of project execution.

Duties and Responsibilities:
The duties and responsibilities of the Social & Environmental Safeguard Expert include:
  • Regularly updating and revising the Environmental and Social Management Framework (ESMF) to ensure its relevance and responsiveness to changing circumstances.
  • Developing site-specific Environmental and Social Management Plans (ESMPs) for each project activity and intervention, outlining the necessary environmental and social measures to be implemented.
  • Preparing environmental and social compliance reports on a periodic basis, providing a comprehensive overview of the project's adherence to environmental and social regulations.
  • Collaborating with the project team to ensure that all project activities align with the Environmental and Social Commitment Plan (ESCP).
  • Engaging with contractors and responsible parties to ensure that they understand and implement the ESMPs effectively.
  • Conducting training and capacity-building sessions for project staff and stakeholders on environmental and social safeguards.
  • Monitoring and evaluating the implementation of environmental and social measures during project execution.
  • Liaising with local communities and stakeholders to address any environmental and social concerns that may arise during project activities.
  • Reporting any non-compliance issues to the Project Manager and recommending corrective actions.

Required Qualifications:
The position requires the following qualifications:
  • A Bachelor’s degree in natural resource management, water management, environmental management, socio-economic development, or a related field is required. A Master’s degree in the same field is desired.
  • Certification by the environment protection authority of Yemen is mandatory.
  • A minimum of five years of relevant work experience is required for candidates with a Master’s degree, or seven years for those with a Bachelor’s degree, ideally involving work with international donors.
  • Proven experience working in Yemen, with a strong understanding of the local context and relationships with international, regional, and local contractors and partners.
  • Demonstrated experience in conducting environmental and social impact assessments and developing or implementing environmental and social safeguard strategies for organizations or projects.
  • Knowledge of social and environmental safeguards and policies relevant to the client, as well as World Bank regulations, is a distinct asset.
  • Strong communication skills, with the ability to convey complex technical information to diverse stakeholders, including farmers, women, and internally displaced persons (IDPs).

Educational Background:
Candidates must possess at least a Bachelor’s degree in a relevant field such as natural resource management, environmental management, or socio-economic development. A Master’s degree in a related discipline is preferred and will enhance the candidate's qualifications for the role.

Experience:
The ideal candidate should have a minimum of five years of relevant work experience if holding a Master’s degree, or seven years if holding a Bachelor’s degree. This experience should ideally involve working with international donors and in contexts similar to the project in Yemen, demonstrating a strong understanding of environmental and social safeguards.

Languages:
Fluency in both English and Arabic is mandatory for this position. This bilingual requirement is essential for effective communication with local stakeholders and project partners. Additional language skills may be considered an asset but are not mandatory.
