Job Overview: The Monitoring & Evaluation (M&E) Officer will work under the guidance of the Fisheries Program Chief Technical Advisor and will be based in the Mukhalla sub-office. This role is crucial for the management and implementation of the fisheries program in Yemen. The M&E Officer will collaborate closely with various teams within the Country Office, ensuring that project monitoring and evaluation processes are effectively implemented. The individual will be responsible for measuring progress towards results, providing technical support for the design and implementation of Annual Work Plans (AWP), and managing project M&E activities and data for quality reporting. Additionally, the officer will focus on gender equality and women's empowerment by developing a gender-responsive monitoring framework and ensuring that data collection is disaggregated by various demographics.
Duties and Responsibilities: The M&E Officer will have a range of responsibilities, including:
Ensuring effective project monitoring and evaluation, focusing on measuring progress towards results.
Providing technical support to incorporate M&E information into the design and implementation of Annual Work Plans (AWP).
Managing project M&E activities and processes to ensure quality reporting.
Building knowledge and management capabilities in M&E.
Supporting the development of a gender-responsive monitoring framework with measurable indicators.
Ensuring data collection and reporting is disaggregated by sex, age, disabilities, and other intersectional factors.
Integrating gender considerations into evaluations, studies, and assessments.
Supporting the Gender Officer in conducting gender reviews and preparing fact sheets.
Enhancing accountability towards affected populations by establishing a beneficiary feedback system. 1
Liaising with project implementing partners to ensure necessary data submission and providing training to enhance their capacity. 1
Leading corporate reporting and M&E processes, including the ROAR and donor support development. 1
Assisting in the design and development of knowledge products that highlight project impacts.
Required Qualifications: The ideal candidate must possess a Master's degree in development studies, economics, statistics, or a relevant field, along with a minimum of five years of professional experience. They should be fluent in both English and Arabic, with proven experience in managing statistical tools and analysis, such as SPSS, DHIS, Power Bi, and Kobo toolbox. The candidate must demonstrate strong experience in implementing M&E frameworks, accountability, and learnings, as well as managing data management systems. Strong planning and organizational skills are essential, along with proficiency in relevant software applications and a good understanding of results-based planning and reporting.
Educational Background: A Master's degree in a relevant field such as development studies, economics, or statistics is required for this position. This educational background is crucial for understanding the complexities of monitoring and evaluation in humanitarian projects, particularly in the fisheries sector.
Experience: Candidates should have at least five years of professional experience in monitoring and evaluation, particularly in humanitarian or development contexts. Experience in managing statistical tools and data analysis is essential, as well as familiarity with M&E frameworks and accountability processes.
Languages: Fluency in both English and Arabic is mandatory for this position, as the role requires effective communication with diverse stakeholders. Proficiency in additional languages may be considered an asset but is not required.
