Job Overview: The GPC MEAL Consultant position is crucial for the effective management and development of the Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the Gaza Protection Consortium (GPC). This role involves working closely with the Consortium Chief of Party and the Mercy Corps Senior Advisor for Program Quality, Evidence, and Learning to ensure that the MEAL processes are robust and effective. The consultant will coordinate existing MEAL processes, develop new tools and systems, and collaborate with partners to analyze data. The position requires a strong focus on building capacity across the Consortium and ensuring that all partners are engaged in the MEAL activities. The consultant will also be responsible for leading the MEAL Technical Working Group (TWG) and representing the TWG at Consortium Management Unit (CMU) meetings, ensuring that the MEAL activities align with the overall objectives of the GPC.
Duties and Responsibilities: The GPC MEAL Consultant will have a comprehensive set of responsibilities, including:
Chairing and coordinating the MEAL Technical Working Group (TWG) of the Consortium, ensuring effective collaboration among MEAL colleagues from all partner organizations.
Developing and implementing Consortium MEAL tools and processes in collaboration with the MEAL TWG to support the current response of the GPC.
Ensuring effective communication and coordination between the MEAL TWG, Chief of Party, and other TWGs.
Representing the MEAL TWG at CMU meetings and ensuring that the work of the TWG is well communicated.
Coordinating key existing MEAL processes and tools, including joint baseline assessments and learning exercises.
Supporting partners’ MEL teams in drafting, proofreading, and reviewing baselines, Post Distribution Monitoring (PDM), and end-line evaluations.
Maintaining the overall Consortium indicator tracking tables and ensuring monthly updates, including defining indicators and standardizing methodologies across partners.
Advising on data collection and sharing technologies, contributing to their development and improvement.
Leading the development and implementation of new joint MEAL processes and tools. 1
Supporting the design and implementation of assessments and data collection across humanitarian emergency responses in Gaza. 1
Establishing systems for effective information sharing on results and learning with the CMU, Consortium Steering Committee (SC), and other TWGs. 1
Working with key groups in the Consortium to identify and formalize the information needed from available data for communications, donor reporting, and fundraising.
Required Qualifications: Candidates for the GPC MEAL Consultant position should possess a range of qualifications, including:
Strong understanding of MEAL principles and practices, particularly in humanitarian contexts.
Proven experience in developing and implementing MEAL systems and tools.
Excellent analytical skills and the ability to interpret complex data sets.
Strong communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
Experience in capacity building and training of staff and partners in MEAL processes.
Familiarity with data collection technologies and methodologies.
Ability to work under pressure and manage multiple tasks effectively.
Educational Background: The ideal candidate for the GPC MEAL Consultant position should have a relevant educational background, typically including:

At least 5 years of professional experience in monitoring and evaluation, particularly in humanitarian or development contexts.
Experience working with NGOs or international organizations, particularly in crisis-affected areas.
Demonstrated experience in leading MEAL initiatives and working collaboratively with multiple stakeholders.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with partners. Knowledge of Arabic is highly desirable, given the context of the work in Gaza, and would enhance communication with local stakeholders and communities.
Additional Notes: This position is likely to be full-time and may involve working under challenging conditions due to the ongoing humanitarian crisis in Gaza. The consultant will be expected to work collaboratively with various partners and stakeholders, and may need to travel within the region as required.
