Job Overview: The Procurement and Supply Chain Manager will play a crucial role in ensuring the uninterrupted supply of TB medicines and products to client countries. This position requires a deep understanding of procurement processes, supply chain management, and the specific needs of TB programs. The manager will be responsible for developing annual procurement and supply work plans, establishing a regional network for managing procurement, and ensuring compliance with UNOPS rules and regulations. The role also involves conducting assessments of procurement practices in priority countries, developing country-specific supply plans, and providing technical assistance to enhance the capacity of national TB programs. The manager will represent the GDF at international meetings, promote the GDF's expertise, and work collaboratively with various stakeholders to address procurement and supply challenges effectively.
Duties and Responsibilities: The Procurement and Supply Chain Manager will have a comprehensive set of responsibilities, including:
Ensuring compliance with UNOPS procurement rules and GDF quality management standards.
Managing the supply of TB medicines and products to client countries.
Developing and implementing annual procurement and supply work plans.
Establishing and maintaining a regional network for procurement coordination.
Conducting assessments of TB procurement practices in priority countries.
Developing online country profiles based on assessments and technical reports.
Collaborating with national TB programs and donors to create country-specific supply plans.
Collecting and reporting data on TB medicines consumption and trends.
Providing technical assistance for the adoption of new TB medicines and technologies. 1
Monitoring the performance of procurement agents and quality control agencies. 1
Analyzing client satisfaction reports and implementing improvements. 1
Representing the GDF at international meetings and promoting its procurement mechanisms. 1
Developing training materials for capacity building in procurement and supply management. 1
Mentoring junior staff and contributing to their professional development.
Required Qualifications: Candidates must possess an advanced university degree in Pharmacy, Logistics, Procurement, Business Administration, Social Sciences, Project Management, or a related field. Alternatively, a first-level university degree with additional relevant work experience may be accepted. Professional certification in Procurement and Supply Chain Management is desirable. Candidates should have a minimum of 5 years of experience in procurement and supply chain management, with at least 3 years specifically in pharmaceuticals. Experience in supply chain planning, risk analysis, and client support is essential, along with knowledge of UN financial and procurement rules being advantageous. Customer service experience is also desired.
Educational Background: The position requires an advanced university degree (Master’s Degree or equivalent) in relevant fields such as Pharmacy, Logistics, Procurement, Business Administration, Social Sciences, or Project Management. A first-level university degree (Bachelor’s Degree or equivalent) may be accepted if accompanied by 2 additional years of relevant work experience. Professional certification in Procurement and Supply Chain Management is considered a plus.
Experience: The ideal candidate should have at least 5 years of experience in the Procurement and Supply Chain field, with a minimum of 3 years specifically in the procurement and supply chain of pharmaceuticals. Experience in supply chain planning, risk analysis, and providing client support is required, while experience in logistics operations is desirable. Familiarity with UN financial and procurement regulations is advantageous.
Languages: Fluency in English is mandatory for this position. Knowledge of another UN language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.
Additional Notes: This position is a fixed-term contract for a duration of 12 months, with the possibility of extension based on performance and funding availability. The role is classified at the P3 level within the UN system, indicating a mid-level professional position.
