Job Overview: The Procurement Specialist position is a critical role within the UNOPS Somalia Project Unit, responsible for implementing procurement and contracting strategies for goods, services, and works. The specialist will work under the supervision of the Procurement and Logistics Specialist, ensuring compliance with UNOPS procurement governance frameworks and policies. The role requires a strong focus on achieving cost reduction and savings through effective procurement planning and stakeholder management. The Procurement Specialist will oversee the entire procurement process, from strategy and planning to contract management, ensuring sustainability is embedded in all procurement activities. This position also involves team management, knowledge sharing, and capacity development initiatives to enhance procurement practices within the organization.
Duties and Responsibilities:
Implement procurement and contracting strategies for goods, services, and works, ensuring adherence to UNOPS procurement governance frameworks.
Conduct supply-market intelligence and analysis to inform procurement plans.
Design and implement procurement plans focused on cost reduction and savings, applying expertise in market intelligence and stakeholder management.
Oversee the implementation of strategic and routine procurement work plans, covering all phases of the procurement process, including pre-purchasing, purchasing, and post-purchasing activities.
Manage procurement processes for the acquisition of goods, services, and construction works, ensuring compliance with procurement policies and regulations.
Review and pre-clear solicitation documents and requests for awards, acting as a Procurement Reviewer.
Manage procurement contracts and contractor performance, ensuring optimal management against agreed benchmarks.
Implement internal control systems and provide comments on project audit reports as necessary.
Introduce and implement sourcing strategies and e-procurement tools, managing supplier rosters and performance measurement mechanisms. 1
Facilitate team engagement and provide high-quality results through effective recruitment, work planning, and performance management. 1
Conduct training and learning initiatives for personnel on procurement-related topics and oversee contributions to procurement knowledge networks.
Alternatively, a first-level university degree (bachelor or equivalent) combined with a minimum of seven (7) years of relevant experience.
A minimum level three Chartered Institute of Supply and Management (CIPS) or similar international certification is required.
Professional experience at the international level in advising on and implementing policies and procedures for complex procurement programs and services.
Experience working with stakeholders in both developing and developed countries is desired.
Personnel supervisory experience in procurement is preferred.
Experience in UN system organizations, particularly in a developing country, is advantageous.
Educational Background: Candidates must possess an advanced degree in relevant fields such as Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, or Economics. Alternatively, a first-level university degree (bachelor's degree or equivalent) is acceptable if combined with a minimum of seven years of relevant experience. Additionally, candidates must hold a minimum level three Chartered Institute of Supply and Management (CIPS) certification or an equivalent international certification, demonstrating their expertise in procurement practices.
Experience: The position requires relevant professional experience at the international level, specifically in advising on and implementing procurement policies and procedures. Candidates should have experience delivering complex procurement programs and services, with a strong emphasis on working with diverse stakeholders in both developing and developed countries. Supervisory experience in procurement is desired, as is familiarity with the UN system organizations, particularly in a developing country context. This experience is crucial for effectively managing procurement processes and ensuring compliance with established policies and regulations.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Additionally, fluency in Somali is required, encompassing reading, writing, and speaking skills. These language requirements are essential for effective communication and collaboration within the diverse context of the UNOPS Somalia Project Unit.
