Job Overview:
The Local ICA Specialist position is primarily focused on project delivery and performance within the UNOPS framework. The incumbent will work under the supervision of the Senior Project Manager and will be responsible for coordinating the implementation of approved project plans, ensuring that sustainability dimensions are integrated into the project lifecycle. The role requires effective stakeholder engagement, quality assurance, and knowledge management. The specialist will also be responsible for monitoring project progress, managing resources, and ensuring compliance with organizational policies. This position is critical in facilitating communication between various stakeholders and ensuring that project objectives are met within the defined timelines and quality standards.

Duties and Responsibilities:
  • Project Delivery and Performance: Facilitate the development and updates of implementation schedules and plans, coordinate the implementation of approved plans, promote sustainability dimensions, ensure quality of services, liaise with external stakeholders, monitor project progress, and manage contract duties.
  • Procedures: Ensure compliance with organizational policies, prepare relevant plans for approval, manage project legal agreements, coordinate procurement processes, maintain project files, and support audit activities.
  • Monitoring and Reporting: Prepare regular project reports, develop performance monitoring tools, review project status, maintain diaries and progress reports, and ensure project milestones are tracked.
  • Stakeholder Engagement: Develop stakeholder profiles, establish relationships, coordinate communication, monitor communication effectiveness, and support external stakeholder engagement.
  • Quality Assurance: Ensure compliance with audit requirements, update and implement the Quality Management Plan, and provide quality control for management products.
  • Knowledge Management and Innovation: Share lessons learned, conduct capacity building activities, oversee lessons learned procedures, and provide feedback on policies.
  • Personnel Management: Lead and motivate the project team, establish behavioral expectations, conduct performance reviews, recruit and train team members, ensure safety and security, and promote a culture of respect and accountability.

Required Qualifications:
The position requires an advanced university degree in Project Management, Civil Engineering, Construction Management, or a relevant discipline. A Bachelor's degree with an additional two years of relevant work experience may be accepted in lieu of an advanced degree. Certification in Project Management (PRINCE2, PMI, or equivalent) is considered an asset. Candidates should possess strong project management skills and a thorough understanding of infrastructure project delivery.

Educational Background:
Candidates must hold an advanced university degree in a relevant field such as Project Management, Civil Engineering, or Construction Management. Alternatively, a Bachelor's degree combined with two additional years of relevant work experience may be accepted. Certification in project management methodologies such as PRINCE2 or PMI is advantageous and enhances the candidate's qualifications for the role.

Experience:
A minimum of five years of working experience in implementing infrastructure projects or programs is required. Candidates should have at least two years of experience in civil works design and construction project supervision, particularly for projects of significant magnitude or complexity. Experience working with multidisciplinary and multicultural teams is preferred, as is familiarity with the UN system and UNOPS procedures. Demonstrated experience in the Philippines and with government ministries on donor-funded projects is also advantageous.

Languages:
Full working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the project context or stakeholder engagement.
