Job Overview: The Associate Civil Engineer position is crucial for the successful implementation of construction projects under the supervision of the Project Manager and the Lead Construction Management Engineer. The role involves providing technical expertise and ensuring that all project activities adhere to the technical specifications set by UNOPS. The Associate Civil Engineer will work primarily at the project site office, assisting in overseeing the contracted works and ensuring compliance with the project’s design and specifications. This position requires a proactive approach to problem-solving, as the engineer will need to identify potential issues on-site and communicate them effectively to the Project Manager, along with recommendations for resolution. The role also emphasizes the importance of quality control and adherence to health, safety, and environmental standards throughout the project lifecycle.
Duties and Responsibilities: The Associate Civil Engineer will have a comprehensive set of responsibilities, including but not limited to:
Supervising contractors and ensuring that construction and engineering works are executed according to the contract's specifications and timelines.
Monitoring project progress and quality, providing regular updates to the Project Manager regarding any potential delays or cost overruns.
Preparing detailed weekly and monthly reports that cover all aspects of the project, including quality, health and safety, environmental considerations, and financial matters.
Assisting in the preparation of project documentation, such as progress reports, site monitoring reports, and contractor bills review reports.
Implementing quality control and assurance procedures to ensure compliance with UNOPS policies.
Providing training and knowledge transfer to national and contractor personnel on best practices in construction and engineering.
Participating in project evaluation processes and contributing to continuous improvement initiatives.
Ensuring accurate and timely reporting of site conditions and progress, documenting issues, risks, and lessons learned throughout the project stages.
Required Qualifications: Candidates must possess a minimum of six years of relevant experience in building construction management and supervision. A secondary school education is required, but a first-level university degree in Project Engineering, Architecture, or a related field may substitute for some years of experience. The ability to deliver projects on time and within budget in challenging environments is essential, as is experience with complex quality, safety, and environmental management plans. Additionally, candidates should have at least two years of full-time site management experience directing engineering technical staff. Experience within the UN system or in a developing country context is desirable.
Educational Background: The educational requirements for this position include either a secondary school diploma (High School or equivalent) with a minimum of six years of relevant experience or a first-level university degree (Bachelor or equivalent) in a related field such as Project Engineering, Architecture, or Construction Management. While a university degree is not mandatory, it can substitute for some years of relevant experience, highlighting the importance of practical experience in the field.
Experience: The position requires a minimum of six years of experience related to project requirements in building construction management and supervision. Candidates should demonstrate the ability to manage projects effectively, ensuring timely delivery and adherence to budget constraints, particularly in culturally diverse and transitional government contexts. Relevant experience in implementing works under complex quality, safety, and environmental management plans is essential, along with at least two years of full-time site management experience directing engineering technical staff. Languages: Candidates must have an intermediate level of English proficiency, with fluency in either Uzbek or Russian being mandatory. Fluency in both languages is considered an asset, reflecting the need for effective communication in a multilingual work environment.
Additional Notes: This position is classified as a Local ICA Support contract at the LICA-6 level, with a duration of four months.
