Job Overview:
The Local ICA Specialist position is primarily focused on project management and delivery, ensuring that all project deliverables are completed on time and meet quality standards. The role involves developing and updating project plans, managing resources, and ensuring stakeholder engagement throughout the project lifecycle. The specialist will be responsible for embedding sustainability dimensions into project activities, managing procurement processes, and ensuring compliance with organizational policies. The position requires a proactive approach to identifying risks and issues, as well as the ability to communicate effectively with various stakeholders to ensure project success. The specialist will also play a key role in knowledge management and innovation, contributing to the continuous improvement of project management practices within UNOPS.

Duties and Responsibilities:
  • Project Delivery and Performance: Manage overall project quality and timely completion of deliverables, develop and update implementation and procurement plans, ensure sustainability dimensions are integrated, manage resources, and initiate corrective actions as necessary.
  • Procedures: Comply with organizational policies, manage reporting obligations, draft procurement requirements, maintain project files, and manage budgets and cash flow.
  • Monitoring and Reporting: Prepare regular project and financial reports, review project status, and maintain progress reports.
  • Stakeholder Engagement: Develop stakeholder profiles, establish relationships with the Project Board and key stakeholders, and coordinate project communications.
  • Quality Assurance: Ensure compliance with audit requirements and coordinate quality reviews of project documents.
  • Knowledge Management and Innovation: Conduct capacity-building activities, share lessons learned, and contribute to policy improvement.
  • Personnel Management: Lead and motivate the project management team, conduct performance reviews, and ensure safety and security for all personnel.

Required Qualifications:
The position requires an advanced university degree (Master's or equivalent) in Engineering, Supply Chain, Procurement, Project Management, Business Management, or a relevant field. A Bachelor's degree in a related field combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. PRINCE2 Foundation/practitioner Certification or PMP Certification is considered an asset. Candidates should have a minimum of seven years of experience in multi-sectoral complex projects/programmes and five years of experience in procurement-related activities, particularly in healthcare or education sectors. Proven capacity to interact with various stakeholders and experience in managing teams are also required.

Educational Background:
Candidates must possess an advanced university degree (Master's or equivalent) in a relevant field such as Engineering, Supply Chain, Procurement, Project Management, or Business Management. Alternatively, a Bachelor's degree in a related field along with two additional years of qualifying experience may be accepted. Certifications such as PRINCE2 or PMP are advantageous.

Experience:
The position requires a minimum of seven years of experience in managing complex projects or programmes across multiple sectors. Additionally, candidates should have at least five years of experience in procurement-related activities, particularly within the healthcare or education sectors. Experience in team management and stakeholder engagement is essential, along with the ability to write reports and technical documents. Familiarity with quality assurance methodologies and prior experience in Jordan or the Middle East is considered a strong asset.

Languages:
Fluency in both spoken and written English is mandatory, as well as fluency in spoken and written Arabic. These language skills are essential for effective communication with stakeholders and for the successful execution of project deliverables.
