Job Overview:
The Associate Human Resources Officer position is integral to the Human Resources function at IIEP-UNESCO. The incumbent will work under the delegated authority of the Director and the immediate supervision of the Human Resources Officer. This role encompasses a wide range of HR support services throughout the employee life cycle, including recruitment, onboarding, off-boarding, performance management, staff development, and employee welfare. The officer will be responsible for ensuring that HR processes are efficient and effective, meeting the evolving needs of the workforce across all IIEP-UNESCO locations. The position requires a proactive approach to HR management, with a focus on delivering results and maintaining high standards of professionalism and integrity.

Duties and Responsibilities:
The duties and responsibilities of the Associate Human Resources Officer include:
  • Supporting the recruitment process by preparing annual staffing plans, maintaining recruitment trackers, and providing quality support to hiring managers throughout the recruitment cycle.
  • Creating and publishing Vacancy Announcements (VAs), tracking candidate applications, and preparing shortlists for hiring managers.
  • Administering written assessments and competency-based interviews, advising applicants on the recruitment process, and ensuring timely completion of interview reports.
  • Assisting in performance management by supporting managers and staff in completing performance management steps and generating status reports.
  • Managing staff benefits and entitlements by preparing employment offers, separation letters, and ensuring timely processing of entitlements.
  • Supporting staff development by compiling training requests and monitoring training progress.
  • Maintaining accurate HR records and statistics, providing updates to senior management, and supporting the creation of a digital HR portal.
  • Engaging in additional activities as required to ensure the success of the HR team.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Human Resources Management or Business Administration. They should have a minimum of two years of relevant professional experience in Human Resource Management, preferably at an international level. Experience in administering staff benefits and entitlements, producing HR statistics, and supporting HR functions within the UN system or similar organizations is essential. Candidates should also demonstrate excellent knowledge of HR management practices, legal frameworks, and current trends in international HR management.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in Human Resources Management or Business Administration. This educational foundation is crucial for understanding the complexities of HR functions and effectively managing the employee life cycle.

Experience:
The position requires a minimum of two years of relevant professional experience in Human Resource Management. This experience should preferably be acquired at an international level, with a focus on administering staff benefits and entitlements, producing HR statistics, and providing HR support in international organizations, NGOs, or public sector entities.

Languages:
Candidates must have excellent knowledge of English and a working knowledge of French. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders.

Additional Notes:
The contract for this position is a Project Appointment for a duration of one year, with the possibility of renewal subject to availability of funds and satisfactory performance. The position is open to both internal and external candidates. UNESCO offers a competitive salary, with the approximate annual starting salary for this post being 62,529 USD.
