Job Overview: The Programme Manager position is a critical role within UNOPS, specifically focusing on nutrition-sensitive and specific projects in Myanmar. The individual will lead the analysis, design, and approval of these projects, ensuring they align with the strategic goals of the organization. The role requires a deep understanding of the political, social, and economic landscape of Myanmar, as well as the ability to develop strategies that position nutrition projects effectively among various stakeholders. The Programme Manager will provide strategic, technical, and operational support throughout all stages of project implementation, ensuring compliance with UNOPS processes and the successful delivery of results. This position also involves mentoring and capacity building for the nutrition team, participating in monitoring and evaluation exercises, and preparing reports for management and donors to keep them informed of progress.
Duties and Responsibilities: The duties and responsibilities of the Programme Manager include leading the analysis and design of nutrition projects, conducting research on development trends, and providing strategic advice for decision-making. The individual will liaise with project leadership and partners to address operational issues, mentor technical experts, and participate in evaluations and reviews. Additionally, the Programme Manager will lead the direction of nutrition programming, manage human resources, and ensure compliance with organizational objectives and regulations. Regular field visits will be conducted to assess project progress, and the individual will provide operational and technical advice to stakeholders. Building partnerships with nutrition sector counterparts and facilitating communication for advocacy and fundraising are also key responsibilities. The role requires identifying and sharing lessons learned, applying innovative approaches, and enhancing a culture of learning within the team.
Required Qualifications: The required qualifications for the Programme Manager position include a Master’s degree in nutrition, public health, or a related field. Alternatively, a Bachelor's degree with two additional years of relevant experience may be considered. The candidate must have a minimum of 7 years of progressive experience in leading nutrition or public health programs, managing stakeholders, and team leadership. Experience in acute malnutrition contexts and advisory roles in multicultural organizations is highly desirable. Familiarity with the Southeast Asian region, particularly Myanmar, and experience in the UN system are significant assets.
Educational Background: Candidates must possess a Master’s degree in a relevant field such as nutrition, public health, or health sciences. A first-level university degree (Bachelor's) in a similar field, combined with additional relevant experience, may also be acceptable. This educational background is essential for understanding the complexities of nutrition programming and public health initiatives.
Experience: The position requires at least 7 years of progressive experience in leading programs or projects related to nutrition and public health. Candidates should have experience managing diverse stakeholders and leading teams. Experience in contexts of acute malnutrition and in advisory roles for large organizations is highly desirable. Familiarity with the Southeast Asian region, particularly Myanmar, is preferred, along with experience in international organizations and the UN system.
Languages: Fluency in written and spoken English is mandatory for this position. Knowledge of Burmese is considered an asset, as it would facilitate communication and engagement with local stakeholders and communities.
Additional Notes: The position is classified as an International ICA contract at level IICA-3, with an open-ended duration subject to organizational requirements and availability of funds. The duty station is Yangon, which is designated as a Non-Family Duty Station.
