Job Overview: The Design Review Senior Manager is a pivotal role within UNOPS, responsible for overseeing the development and implementation of strategic Infrastructure Design Management services. This position requires a comprehensive understanding of international best practices and compliance with UNOPS policies, rules, and regulations. The incumbent will manage the entire lifecycle of the design process, from planning and development through to review and construction, ensuring that all aspects of the design meet the necessary standards and requirements. The role emphasizes risk management and value for money, necessitating strong analytical skills and the ability to provide solutions to complex issues. The Design Review Senior Manager will also focus on building strategic relationships and managing demand, which involves preparing business cases and understanding the supply market. Collaboration with various stakeholders, including project teams and government officials, is essential to successfully deliver infrastructure services.
Duties and Responsibilities: The Design Review Senior Manager will be responsible for a wide range of duties, including:
Leading and advising the local UNOPS Design Management Unit and consultants on the production of high-quality Infrastructure Design.
Conducting analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis of design documentation to ensure safety and quality standards are met.
Providing design and planning guidance for infrastructure works at various stages of project cycles.
Applying professional judgment to ensure compliance with relevant codes and standards while considering operational constraints.
Acting as an independent technical resource, maintaining integrity and objectivity in all assessments.
Collaborating closely with project managers and infrastructure teams to deliver results and report on central issues related to Infrastructure Design Management activities.
Engaging with UNOPS HQ and Regional personnel to align on best practices and project requirements.
Promoting a collaborative and client-focused approach within the Business Unit.
Required Qualifications: Candidates must possess a Master's Degree in Architecture or an equivalent professional certification in a relevant discipline. Alternatively, a Bachelor's Degree in a related field, combined with two additional years of relevant experience, may be accepted. The role requires at least 7 years of progressively responsible experience in infrastructure, with a minimum of 4 years specifically in technical infrastructure engineering or design review. Familiarity with UNOPS Design Review procedures is considered an advantage, as is experience in managing complex design projects with multiple stakeholders.
Educational Background: The educational background required for this position includes a Master's Degree in Architecture or a similar relevant discipline. A first-level university degree or Bachelor's Degree in a related field, such as Engineering or Architecture, may also be acceptable if accompanied by relevant experience. The emphasis is on having a strong academic foundation in design and infrastructure management.
Experience: The position requires a minimum of 7 years of progressively responsible experience in the field of infrastructure, with at least 4 years dedicated to technical infrastructure engineering or design review. Candidates should have proven experience in managing complex design projects and working collaboratively with various stakeholders, demonstrating the ability to navigate and address multifaceted challenges in infrastructure development.
Languages: Excellent written and oral English language skills are mandatory for this position. Additionally, a working knowledge of the Russian language and/or Uzbek is considered an asset, enhancing communication with local stakeholders and project teams.
