Job Overview: The PRSEAH Coordinator position is crucial for the WHO's Health Emergencies Program, which aims to build the capacity of Member States to manage health emergency risks and coordinate international health responses. The coordinator will oversee the implementation of Prevention of Sexual Exploitation, Abuse, and Harassment (PRSEAH) actions in WHO Country Office programs and operations, ensuring compliance with UN PSEA Minimum Operating Standards. This role involves strategic support to WHO implementing partners, contributing to the Country PSEA network, and ensuring that all personnel adhere to ethical standards. The coordinator will also play a key role in mainstreaming PRSEAH in humanitarian operations, developing communication strategies, and enhancing the capacities of national governments and implementing partners.
Duties and Responsibilities: The incumbent will be responsible for a range of duties, including:
Overseeing and strengthening the implementation of PRSEAH interventions in WHO Country Office programs and operations, including the coordination of PRSEAH actions and the implementation of the country action plan.
Mainstreaming PRSEAH in WHO programs and operations, including human resource management and emergency operations, to mitigate risks through safeguarding measures during recruitment and training.
Developing and implementing internal reporting and response procedures, including reviewing existing mechanisms and establishing clear SOPs for handling community complaints.
Supporting and advising senior management on responsibilities related to preventing and responding to sexual exploitation and harassment.
Contributing to IASC collective efforts for scaling up in-country PSEAH programs, including supporting the implementation of PSEA Network TORs and Action Plans.
Supporting PRSEAH mainstreaming among implementing partners and ensuring that partners are trained and contractual agreements include PRSEAH clauses.
Coordinating with national governments to enhance their engagement in PSEAH actions and outcomes through advocacy and joint planning.
Required Qualifications: Essential qualifications include an advanced level university degree (Master’s level or above) in gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, or related social science disciplines. Desirable qualifications include specialization in training on dealing with and mitigating sexual and gender-based violence, as well as experience with WHO in responding to public health emergencies.
Educational Background: Candidates must possess an advanced university degree, preferably at the Master’s level or above, in relevant fields such as gender studies, humanitarian affairs, human rights, law, social work, public health, or development studies. Specialized training in sexual and gender-based violence is considered an asset.
Experience: Candidates should have at least seven years of relevant progressive work experience in humanitarian relief work and/or health emergency response operations. Demonstrated technical expertise in fields such as Protection from Sexual Exploitation, Abuse and Harassment (PSEAH), Accountability to Affected Populations (AAP), and Gender-based violence (GBV) is essential. Experience working with crisis-affected communities and in low-income countries is also advantageous.
Languages: Essential language skills include excellent knowledge of French or English, with a good working knowledge of the other. Knowledge of Arabic is considered an asset.
Additional Notes: The position offers a competitive remuneration package, including an annual base salary starting at USD 77,326, a variable post adjustment reflecting the cost of living, and various benefits such as 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
