Job Overview:
The National Professional Officer (Surveillance) position is crucial for supporting the WHO Health Emergencies Programme in Indonesia. The incumbent will work under the supervision of the WHO Representative and the Team Lead of WHE, focusing on strengthening the country's surveillance capacity and response mechanisms to public health emergencies. This role involves providing technical support to health programs, maintaining surveillance networks, and ensuring compliance with International Health Regulations. The officer will also be responsible for training and capacity building within the national public health systems, ensuring timely information gathering and analysis, and fostering partnerships to enhance surveillance activities.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer (Surveillance) include:
  • Providing technical support to strengthen and maintain surveillance capacity and networks among health programs and other sectors.
  • Supporting the implementation of International Health Regulations (2005) related to surveillance and information management.
  • Assisting in enhancing risk assessment capacities at various levels of the national public health system.
  • Participating in Rapid Response Team (RRT) deployments for field investigations as necessary.
  • Conducting training needs assessments and designing training programs to strengthen institutional capacity in surveillance.
  • Supporting information management from surveillance mechanisms through the Public Health Emergency Operations Center (PHEOC) and Health Emergency Operations Center (HEOC).
  • Ensuring timely information gathering and analysis to facilitate appropriate responses to public health threats.
  • Strengthening partnerships to support surveillance activities and ensure effective coordination of projects.
  • Coordinating surveillance-related activities among technical units of the WHO Country Office. 1
  • Developing activity proposals and facilitating technical monitoring and evaluation of implemented activities. 1
  • Representing WHO in meetings and advocacy activities with the Ministry of Health and relevant stakeholders. 1
  • Performing any other relevant tasks as requested by the WHO Representative and Team Lead.

Required Qualifications:
The required qualifications for the National Professional Officer (Surveillance) position include:
  • A university degree in medicine is essential.
  • A post-graduate degree in public health and/or epidemiology is desirable.
  • Minimum of five years of experience in surveillance and response, preferably related to infectious diseases.
  • Experience in capacity building, program planning, implementation, and monitoring is essential.
  • Previous work with donors, development partners, or UN organizations is an advantage.

Educational Background:
The educational background required for this position includes:
  • A university degree in medicine is essential.
  • A post-graduate degree in public health and/or epidemiology is desirable, providing a strong foundation in health systems and epidemiological principles.

Experience:
The level of experience needed for this position includes a minimum of five years in surveillance and response, with a focus on infectious diseases. Candidates should have experience in capacity building, program planning, implementation, and monitoring, which are critical for the effective execution of the role.

Languages:
The mandatory language requirement for this position is expert knowledge of English. Knowledge of Bahasa Indonesia is desirable, as it will facilitate communication and collaboration within the local context and with national stakeholders.

The remuneration for this position starts at IDR 929,624,000 annually, subject to mandatory deductions for pension contributions and health insurance. The position offers 30 days of annual leave.
