Job Overview:
The Program Manager (PM) at COOPI is tasked with providing leadership and strategic direction for the organization's programs in Syria. This role involves close collaboration with the Head of Mission (HoM) and Head of Programs (HoP) to ensure the effective implementation and development of the country program. The PM is responsible for formulating and implementing the protection strategy in alignment with COOPI policies, donor expectations, and local and international legislation. The position requires direct management of projects and technical supervision of sector components within multisector projects, ensuring that all interventions are compliant with COOPI and sector principles, standards, and global guidelines.

Duties and Responsibilities:
The Program Manager's responsibilities include leading the design and development of the program strategy, ensuring compliance with COOPI and sector standards, and maintaining relationships with stakeholders. The PM will represent COOPI at relevant meetings, contribute to identifying funding opportunities, and lead program assessments. The role also involves coordinating the overall implementation and development of the program, ensuring objectives are met within the required time frame and budget, and supervising technical reporting for donors and authorities. The PM is responsible for managing project activities, financial management, and ensuring adherence to donor procedures. Additionally, the PM will oversee the training of local staff and manage project goods and inventory.

Required Qualifications:
Candidates must possess an advanced degree in social subjects or a related field, or equivalent work experience. A minimum of five years' experience in the humanitarian field as a project or program manager, or in a similar position, is essential. Demonstrated experience in Protection, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods (FSL), Education, or related fields in fragile contexts is required, along with experience working in insecure environments with responsibilities for security planning and management. Strong analytical, problem-solving, supervisory, and teamwork skills are necessary, as well as proficiency in written and spoken English and computer literacy in standard office software applications.

Educational Background:
An advanced degree in social subjects or a related field is required for this position. Equivalent work experience may also be considered acceptable in lieu of formal education.

Experience:
The position requires a minimum of five years of experience in the humanitarian field, specifically in roles related to project or program management. Experience in Protection, FSL, or Education in fragile contexts, as well as experience in remote team management, is highly valued.

Languages:
Proficiency in written and spoken English is mandatory. Knowledge of Arabic is considered an advantage, particularly for candidates with previous experience in similar contexts.
