Job Overview:
The Technical Officer will be responsible for overseeing interventions and activities within the country office related to the life course program, employing a multisectoral approach. This role involves ensuring the availability of technical expertise to guide national authorities in developing and implementing integrated programs across various life course domains, including primary health care, health workforce, integrated health services, governance and financing of health systems, sexual and reproductive health, maternal and child health, and aging. The overarching aim of the life course program is to eliminate preventable deaths and promote health and well-being throughout the population's life span by ensuring universal access to quality preventive and life-saving interventions based on evidence at all levels of the health care delivery system.

Duties and Responsibilities:
The Technical Officer will perform a range of responsibilities, including but not limited to: working under the direct supervision of the WHO Representative in Chad; providing, coordinating, and facilitating technical and management advice to the government and national stakeholders in developing and implementing sustainable, multisectoral, and integrated strategies, policies, and work plans that promote optimal outcomes in the life course domains; developing and monitoring work plans and budgets, ensuring the implementation of planned activities in consultation with national counterparts; providing or coordinating technical advice, strategies, and policies to strengthen the country's capacity to implement, evaluate, and control universal health coverage and life course programs, including health system financing; monitoring the national burden of diseases or factors related to the life course through health information systems and health research activities; guiding and coordinating the adaptation and implementation of evidence-based norms, standards, guidelines, and tools in key program areas; leading the collection, analysis, and documentation of best practices and experiences from partners in life course programs; serving as a technical resource for the multisectoral integration of life course programs and the integration of cross-cutting themes such as health equity and the elimination of exclusion; leading the development and strengthening of strategic partnerships and resource mobilization for life course-related activities and interventions; supporting national authorities in grant implementation and reporting; and guiding the development of information, education, and communication materials to promote community awareness and health practices in life course domains.

Required Qualifications:
The ideal candidate should possess strong program management skills to guide the development, implementation, monitoring, and evaluation of effective public health action plans, programs, and interventions in one or more life course areas. Proven skills and results in coordinating or leading integrated and multisectoral interventions in public health programs, considering the perspectives of multiple stakeholders, are essential. A good understanding of relevant WHO policies, programs, and guidelines is required. The candidate should demonstrate the ability to work effectively with national and international colleagues and partners in capacity building in resource-limited contexts. Strong communication skills, including the ability to write technical documents and reports and deliver oral presentations, are necessary. The candidate should have a proven ability to advocate for and communicate key messages on life course issues.

Educational Background:
Essential: A master's degree in public health or related disciplines. Desirable: Postgraduate training or specialization in one or more of the following areas: primary health care, health workforce, integrated health services, governance and financing of health systems, sexual and reproductive health and research, maternal, neonatal, child, and adolescent health, and aging.

Experience:
A minimum of seven years of relevant professional experience is required. Essential experience includes at least seven years in developing and implementing public health policies/strategies and capacity-building programs, with some experience in an international work environment. At least three years of experience in implementing life course programs is essential. Proven experience at the national and/or regional level in providing technical services to Member States and other partners in public health programs in resource-limited contexts is required. Previous experience in establishing life course monitoring systems in stable and emergency situations and developing research proposals is also essential. Desirable experience includes some of these experiences being acquired at the international level.

Languages:
Essential: Excellent knowledge of French or English, with a good working knowledge of the other language. Desirable: Practical knowledge of another UN language and practical knowledge of the local language.

The position offers a competitive salary starting at USD 77,326 annually, with additional benefits including a variable post adjustment reflecting the cost of living, 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
