In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The National Consultant for Women, Peace and Security will play a crucial role in assessing and integrating accountability and services related to Conflict-Related Sexual Violence (CRSV) into the National Action Plan on Women, Peace and Security in Ethiopia. This position is vital for ensuring that the National Action Plan effectively addresses the needs of CRSV survivors and incorporates evidence-based programming. The consultant will be responsible for conducting a comprehensive assessment that includes a desk review of existing literature on CRSV in Ethiopia, stakeholder consultations, and the development of actionable recommendations. The consultant will also facilitate a validation workshop to present findings and gather feedback, ensuring that the final assessment is robust and reflective of diverse perspectives. This role requires strong analytical skills, a deep understanding of gender issues, and the ability to engage with various stakeholders effectively.

Duties and Responsibilities:
The main tasks of the consultancy include:
  • Preparing an Inception Report that outlines the background on CRSV in Ethiopia, the consultant's understanding of the consultancy's objectives, core tasks, proposed methods, data collection procedures, and a timeline for deliverables.
  • Conducting a thorough assessment that includes action-oriented recommendations and submitting a draft assessment report for feedback from UN Women and other partners.
  • Presenting the assessment at a validation workshop, incorporating feedback, and finalizing the assessment report along with a policy brief. The consultant will also be responsible for ensuring that the assessment addresses immediate and intermediate-term survivor care, resilience and empowerment of women and girls, and innovative programming on prevention and justice related to CRSV.

Required Qualifications:
The position requires a Master's degree or equivalent in gender/women's studies, peace and security studies, human rights, social sciences, or a related field. A PhD is considered an added value. Candidates must have at least 5 years of experience working in areas related to Women, Peace and Security, gender, and conflict. Strong research and analytical skills are essential, along with prior experience in conducting assessments related to gender inclusion in national action plans. A solid understanding of the CRSV situation in Ethiopia and technical expertise in national peacebuilding architecture are also required. The ideal candidate should demonstrate creativity, organizational ability, and excellent presentation skills.

Educational Background:
Candidates must possess a Master's degree or equivalent in relevant fields such as gender/women's studies, peace and security studies, human rights, social sciences, or related disciplines. A PhD will be considered an asset, enhancing the candidate's qualifications for this consultancy role.

Experience:
The position requires a minimum of 5 years of relevant experience in areas such as Women, Peace and Security, gender, and conflict. Candidates should have a proven track record of conducting assessments related to gender issues and national action plans. Experience in facilitating dialogues and consultations, as well as working in diverse teams, is highly valued. The consultant should also have strong organizational skills and the ability to deliver results within specified timelines.

Languages:
Fluency in both oral and written English and Amharic is mandatory for this position. Knowledge of another Ethiopian language is desirable, as it may enhance communication with various stakeholders and communities involved in the consultancy process.

Additional Notes:
The consultancy is expected to be conducted in a full-time capacity, with specific deliverables and timelines outlined in the job description. The consultant will be required to submit an Inception Report within 4 days, a Draft Assessment Report within 15 days, and finalize the Assessment and Policy Brief within 3 days following the validation workshop.
