Job Overview:
The Chief of Party (COP) position at GOAL Ethiopia is a critical leadership role for the upcoming Resilience in Pastoral Areas multi-year program, which aims to enhance the resilience of households, markets, and governance institutions across Ethiopia. The program focuses on improving security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and fostering inclusive economic growth. The COP will provide visionary leadership and oversee the overall implementation of the program, ensuring alignment with strategic goals. Responsibilities include guiding the technical direction, financial management, operational execution, and human resources needs of the project. The COP will lead a team of senior staff to ensure the quality, timeliness, and effectiveness of all program activities and deliverables. This role is essential for achieving the program's outcomes, driving sustainable development, and improving the lives of vulnerable populations across Ethiopia.

Duties and Responsibilities:
The Chief of Party will be responsible for strategic oversight, leading the design, implementation, and continuous adaptation of the program’s technical strategy. The COP will oversee all program operations, ensuring that activities are implemented efficiently, on time, and within budget. Team management is a key responsibility, providing leadership, guidance, and mentorship to senior staff to ensure a high-performing and motivated team. The COP will serve as the primary liaison to USAID, representing the program publicly and managing relationships with key stakeholders, including government entities, donors, and implementing partners. Additionally, the COP will ensure strong systems for monitoring, evaluation, and learning (MEL) to measure program success, manage risks, and adapt strategies as needed. Other responsibilities include financial management and resource allocation, risk management and problem-solving, and promoting gender and inclusivity within the program.

Required Qualifications:
Candidates must possess a Master’s degree or higher in a relevant field such as International Development, Agriculture, Economics, Public Health, Environmental Science, or another related discipline. Fluency in English is required, both written and spoken, and proficiency in local languages (e.g., Amharic, Somali, or other regional languages) is considered an asset. A minimum of 10 years of progressive experience in managing large-scale international development programs is required, preferably in sectors such as food security, economic development, resilience, disaster risk management, nutrition, or governance. At least 5 years of experience in a senior leadership role, such as Chief of Party, Program Director, or Deputy COP, managing complex, multi-year USAID-funded projects or similar donor-funded initiatives is essential. Proven experience working in Ethiopia or in similar fragile or developing countries with a focus on pastoral communities, food security, or rural development is preferred.

Educational Background:
The educational background required for this position includes a Master’s degree or higher in relevant fields such as International Development, Agriculture, Economics, Public Health, Environmental Science, or other related disciplines. This advanced education is crucial for understanding the complexities of the program and effectively leading its implementation.

Experience:
The position requires a minimum of 10 years of progressive experience in managing large-scale international development programs, with at least 5 years in a senior leadership role. Candidates should have experience managing complex, multi-year USAID-funded projects or similar donor-funded initiatives, demonstrating a strong understanding of the challenges and dynamics in fragile or developing countries, particularly in Ethiopia.

Languages:
Fluency in English is mandatory for this position, both in written and spoken forms. Additionally, proficiency in local languages such as Amharic or Somali is considered a valuable asset, enhancing communication and engagement with local communities and stakeholders.
