Job Overview: The Budget Associate / Officer will play a crucial role in the Strategy, Policy and Budget (SPB) Department of AIIB. This position involves collaborating with team members to support management in strategically planning and efficiently managing the bank's budgetary resources in alignment with corporate strategy and business priorities. The role encompasses the full cycle of budget management, including annual budget planning, monitoring, reporting, and controlling both administrative and capital budgets. The officer will also support advancements in cost accounting to enhance understanding of the costs associated with different business types and assist in strategic resource planning. This includes cost tracking, cost allocation, management reports, system improvements, and ensuring data quality. The position requires participation in large projects and representation of the SPB Budget team in driving cost efficiency and advancing strategic resource allocation initiatives.
Duties and Responsibilities: The duties and responsibilities of the Budget Associate / Officer include supporting the full cycle of budget management, which involves annual budget planning, monitoring, reporting, and controlling AIIB’s administrative and capital budgets. The officer will assist in improving budget controls and reporting through process improvements and optimization of various programs, such as SAP SAC and SAP S4HANA. Responsibilities also include reviewing major expenditures, benchmarking, long-term cost projection, outsourcing planning, and updating policies and procedures. The officer will participate in large projects and represent the SPB Budget team in driving cost efficiency and advancing strategic resource allocation initiatives. Additionally, the officer will assist in advising management on budget matters and respond to ad hoc requests from business stakeholders across AIIB.
Required Qualifications: Candidates must possess a bachelor’s degree, with a master’s degree preferred, in business administration, finance, accounting, economics, or related fields. Relevant qualifications such as CPA, ACCA, CIMA, or CFA are advantageous. A minimum of five years of experience in budget/planning, cost and financial accounting, and dealing with relevant financial systems in the financial services industry, multilateral development banks, or global consultancy firms focusing on large financial services clients is required. Candidates should have substantial knowledge of budget management and its linkage with core operations, finance, and strategy, as well as experience in business plan setting and implementation.
Educational Background: The educational background required for this position includes a bachelor’s degree in business administration, finance, accounting, economics, or related fields. A master’s degree is preferred, and relevant professional qualifications such as CPA, ACCA, CIMA, or CFA would be considered an advantage.
Experience: The position requires a minimum of five years of relevant experience in budget/planning, cost and financial accounting, and familiarity with financial systems in the financial services industry or multilateral development banks. Experience in global consultancy firms focusing on large financial services clients is also acceptable. Candidates should have a proven track record and demonstrated technical competence gained from a global financial institution, top-tier professional service firm, or complex multinational company, preferably with experience in financial and strategic planning.
Languages: The mandatory language for this position is English, with excellent oral and written communication skills required. Proven experience in business writing for senior management and drafting board-level papers is essential. While not mandatory, proficiency in additional languages may be considered beneficial.
