Job Overview: The Senior Investment Officer – Urban will play a crucial role in leading multidisciplinary teams that work closely with clients and development partners on urban projects and programs. This position involves supporting the planning, design, preparation, implementation, and evaluation of projects that align with AIIB's mission and strategies. The officer will also provide technical support to management and project team leaders regarding urban planning and development-related issues. The role is essential as AIIB scales up its support for urban sector programs in client countries, requiring experienced urban specialists with strong skills in urban development policy, planning, or engineering.
Duties and Responsibilities:
Project and Team Management: Lead and manage project teams consisting of various specialists to help clients prepare and deliver high-quality lending projects/programs in sectors such as waste management, drainage, urban mobility, slum upgrading, affordable housing, tourism, land remediation, municipal governance, and climate resilience. Ensure all project aspects, including technical, economic, financial, fiduciary, social, and environmental issues, are addressed and comply with AIIB policy requirements. Provide efficient supervision, monitoring, and evaluation of projects/programs. Support the implementation of investment projects and technical assistance to ensure expected outcomes and compliance with AIIB policies. Contribute to the development of team members by sharing expert knowledge and experience.
Technical Contributions: Serve as a technical expert or team member on multidisciplinary teams to provide quality technical contributions in urban planning and development. Identify and propose innovative, integrated, and climate-smart solutions for new lending projects/programs. Support capacity development in relevant implementing entities to effectively plan, design, construct, and operate infrastructure while addressing social and economic challenges.
Policy Dialogue and Client Relationship Management: Maintain dialogue and collaboration with clients and development partners on strategic topics such as sustainable cities and regional economic integration. Advocate for AIIB’s mission and operational priorities, helping clients identify and develop infrastructure investment opportunities aligned with their policies and AIIB’s strategies.
Required Qualifications:
Minimum 8-10 years of relevant working experience in the urban sector, including identification, preparation, implementation, and supervision of urban projects and/or programs.
A minimum of 3-7 years of proven track record in implementing successful business operations in developing countries, with exposure to highly capacity-constrained countries being advantageous.
Operational experience with multilateral development banks, with a solid understanding of operational policies and the project cycle.
Strong organizational and project management skills for managing a large and complex project portfolio.
Excellent verbal and written communication skills in English.
Educational Background: A Master’s degree or equivalent from a reputable university in a relevant field such as economics, urban planning, development and management, engineering, urban resilience, or other related fields is required for this position.
Experience: The position requires a minimum of 8-10 years of relevant working experience in the urban sector, which includes a proven track record of at least 3-7 years in implementing successful business operations in developing countries. Experience in introducing state-of-the-art technology and expertise to countries in Asia is also desirable.
Languages: Fluency in English is mandatory, with excellent verbal and written communication skills. Additional language skills may be considered an advantage but are not specified as mandatory.
