Job Overview: The Gender Equality and Social Inclusion (GESI) Specialist will play a crucial role in the USAID-funded Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity in Timor-Leste. This position is designed to enhance the inclusion of women, youth, Indigenous Peoples, people with disabilities, and other marginalized groups within project interventions. The GESI Specialist will work under the direction of the Chief of Party (COP) and collaborate with project staff to provide expert guidance and technical support. The role involves developing and implementing strategies that empower marginalized groups, ensuring that GESI considerations are integrated across all project activities. The Specialist will also be responsible for conducting GESI-specific analyses and assessments, designing training programs, and ensuring compliance with USAID policies on gender equality and social inclusion.
Duties and Responsibilities: The GESI Specialist will lead the technical advising on GESI across all project activities, developing and implementing a comprehensive GESI strategy. Key responsibilities include designing and conducting GESI-specific analyses and assessments, developing research methodologies, data collection tools, and leading data analysis and report writing. The Specialist will provide guidance on integrating GESI considerations within project workplans and reviewing activity scopes of work (SOWs) to ensure GESI mainstreaming. Additionally, the Specialist will design and facilitate training programs and workshops to enhance understanding of gender and social inclusion among project staff and stakeholders. Ensuring that GESI considerations are consistently applied across project activities in alignment with USAID’s policies is also a critical responsibility. The Specialist will support GESI integration into Monitoring, Evaluation, and Learning (MEL) frameworks to track and evaluate project outputs, outcomes, and impacts for marginalized groups. Other relevant duties may be assigned to support GESI integration across project activities.
Required Qualifications: Candidates must possess a minimum bachelor’s degree in gender/women’s studies, social sciences, international relations, development studies, or a related field. A minimum of five years of experience in a professional role as a Gender or GESI Advisor, or in a similar capacity, is required, with a focus on GESI integration in private sector development, marine, forestry, ecosystem management, biodiversity, or sustainable natural resource use initiatives. Candidates should have demonstrated, in-depth experience working on gender equality and social inclusion issues within Timor-Leste and/or Southeast Asia, including conducting GESI analyses or research related to environmental conservation, sustainable livelihoods, and/or private sector development. A strong understanding of USAID policies on gender equity and social inclusion is essential, along with the ability to ensure compliance and alignment. Strong analytical abilities and a track record of producing well-written, insightful reports are also required.
Educational Background: The educational background required for this position includes a minimum bachelor’s degree in relevant fields such as gender/women’s studies, social sciences, international relations, development studies, or a related discipline. This educational foundation is crucial for understanding the complexities of gender equality and social inclusion, as well as the socio-economic dynamics in Timor-Leste and the broader Southeast Asian context.
Experience: The position requires a minimum of five years of professional experience in roles related to gender equality and social inclusion, particularly as a Gender or GESI Advisor. Candidates should have a proven track record of integrating GESI considerations into various development initiatives, particularly in the context of environmental conservation and sustainable resource management. Experience working in Timor-Leste or Southeast Asia is highly valued, as it provides essential insights into local challenges and opportunities.
Languages: Professional proficiency in written and spoken English is mandatory for this position.
