Job Overview:
The Head of WASH Department will work under the supervision of the Deputy Country Director to ensure the quality, relevance, and scalability of the WASH program in alignment with ACF standards, international guidelines, and national policies. This role involves contributing to the definition of the country strategy and the positioning of the WASH technical department, ensuring adherence to ACF's key WASH indicators, coordinating needs identification and project proposal formulation, overseeing program implementation, and ensuring timely and accurate reporting. The Head of WASH will also support the Field Coordinator in monitoring quantitative and narrative reports, propose action plans for effective program implementation, guarantee the quality and accountability of WASH projects, and actively participate in national sectoral coordination and technical forums. Additionally, the role includes recruitment contributions for national Project Managers and expatriates, technical aspects of HR requests, and promoting innovation within the WASH Department.

Duties and Responsibilities:
  • Contribute to the definition of the country strategy and the WASH technical department's positioning.
  • Ensure adherence to ACF's key WASH indicators and analyze them within the intervention zone.
  • Coordinate the identification of needs and formulate project proposals.
  • Oversee the implementation of programs/projects and ensure timely and accurate reporting.
  • Support the Field Coordinator in monitoring APR (quantitative and narrative), providing technical feedback, and flagging deficiencies.
  • Propose action plans and solutions for effective program implementation.
  • Guarantee the quality and accountability of WASH projects.
  • Actively participate in national sectoral coordination and technical forums, developing strategic partnerships.
  • Participate in the recruitment of national Project Managers and contribute to expatriate selection. 1
  • Contribute to technical aspects of HR requests for expatriates. 1
  • Ensure the development and follow-up of a WASH Department action plan. 1
  • Promote capitalization, technical development, research, and innovation within the WASH Department.

Required Qualifications:
  • Master's degree in Water Engineering, Construction Engineering, or Public Health.
  • Over 3 years of experience in water, sanitation, hygiene, and health education projects.
  • At least 5 years of experience in project management, preferably in a humanitarian context.
  • Strong proposal writing and donor reporting skills.
  • Proven experience in financial management, including budget preparation for programs.
  • Experience working in security-volatile contexts.
  • Fluency in English is mandatory.

Educational Background:
Candidates must hold a Master's degree in a relevant field such as Water Engineering, Construction Engineering, or Public Health, which provides the necessary theoretical and practical knowledge for the role.

Experience:
The position requires a minimum of 5 years of experience in project management, with a strong preference for candidates who have worked in humanitarian contexts. Additionally, candidates should have over 3 years of experience specifically related to water, sanitation, hygiene, and health education projects, demonstrating their capability to manage and implement relevant programs effectively.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages may be considered an asset but is not explicitly required.

Additional Notes:
This position offers a 12-month fixed-term contract under either French or Nigerian labor law. For international candidates, the monthly gross salary ranges from 2597 to 2968 euros based on experience, including a 13th month. Additional benefits include reimbursement of pension insurance for non-French citizens, annual salary increases, monthly per diem and living allowances, child allowances, transportation and accommodation coverage, and comprehensive social security and health insurance. For national candidates, the basic salary is 1721 USD per month, with additional allowances and benefits. Working hours are from 8:00 a.m. to 5:30 p.m. (Monday to Thursday) and 8:00 a.m. to 1:00 p.m. (Friday). Annual leave is provided at a rate of 2 days per month.
