In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Analyst position at UN Women involves providing comprehensive program support for the Women's Peace and Humanitarian Fund (WPHF) in Ukraine. The role requires the analyst to assist in the onboarding and contracting processes, monitor project implementation, evaluate results, and ensure effective reporting from implementing partners. The Programme Analyst will work closely with the program and operations teams to facilitate the successful implementation of UN Women programs. This position is crucial in analyzing the outcomes of the WPHF project and ensuring that systems and procedures are appropriately applied to achieve the desired results. The analyst will also contribute to the development of program strategies, provide technical support to partners, and engage in resource mobilization efforts to enhance the impact of UN Women’s initiatives in Ukraine.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including:
  • Contributing technically to the development of WPHF program strategies by providing inputs for project proposals and initiatives.
  • Supporting the implementation and management of the WPHF program, including coordinating and monitoring program activities and reviewing financial and narrative reports from implementing partners.
  • Training partners on Results Based Management and providing technical assistance to enhance their capacity.
  • Monitoring progress on program activities, results, and indicators, and providing inputs for quarterly and donor reports.
  • Assisting in the management of program finances, including budget monitoring and revisions.
  • Contributing to building partnerships and resource mobilization strategies by analyzing information and maintaining databases.
  • Supporting advocacy, knowledge building, and communication efforts by providing technical inputs for background documents and organizing advocacy activities and workshops.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/program management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Additionally, candidates should demonstrate strong analytical skills, knowledge of Results Based Management, and the ability to gather and interpret data effectively.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. A first-level university degree may be accepted if accompanied by sufficient relevant experience. Candidates with project/program management certifications will have an advantage in the selection process.

Experience:
The position requires at least one year of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in gender equality, gender-responsive governance, and protection is desirable. Candidates with experience coordinating with government agencies or donors, as well as those who have previously worked within the UN system, will be preferred.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of another UN official working language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
