In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Analyst position at UN Women involves contributing to the effective management of programs within the Ukraine Country Office. The role requires providing substantive inputs to the design, formulation, implementation, and evaluation of programs, particularly focusing on the Women, Peace and Security (WPS) agenda and the localization of the National Action Plan 132
  • The Programme Analyst will work closely with various stakeholders, including government officials, civil society organizations, and donors, to ensure successful program implementation. This position demands a proactive approach to monitoring results, applying systems and procedures, and enhancing program delivery as necessary. The Programme Analyst will also be responsible for providing technical support and capacity development to partners, ensuring that local authorities and women's organizations are equipped to implement and monitor WPS commitments effectively.

Duties and Responsibilities:
The duties and responsibilities of the Programme Analyst include:
  • Contributing technically to the development of program strategies related to Women, Peace and Security, including the localization of the National Action Plan 132
  • Providing substantive inputs to the design and formulation of program/project proposals and initiatives.
  • Identifying areas for support and intervention related to the program.
  • Offering technical support for the implementation and management of the WPS program, including leading the implementation of program activities and coordinating calls for proposals.
  • Reviewing and monitoring the submission of financial and narrative reports from implementing partners.
  • Training partners on Results Based Management and monitoring implementation.
  • Coordinating technical support in the implementation of program activities and developing technical knowledge products.
  • Maintaining relationships with national partners to support localization work with local authorities and women's civil society organizations.
  • Monitoring progress of implementation activities and finances using results-based management tools. 1
  • Drafting reports on monitoring missions and program results. 1
  • Providing inputs to financial reports and monitoring budget implementation. 1
  • Contributing to resource mobilization strategies and preparing relevant documentation for donor meetings. 1

Required Qualifications:
The required qualifications for the Programme Analyst position include:
  • A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A project/programme management certification would be an added advantage.
  • Strong analytical skills and the ability to gather and interpret data effectively.
  • Good knowledge of public policy planning and local legislation.
  • Familiarity with Results Based Management and program evaluation methodologies is essential.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage, indicating a formal recognition of the candidate's skills in managing projects effectively.

Experience:
The position requires at least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in community mobilization and collaboration with local authorities is desirable. Candidates should also have experience in coordinating and liaising with government agencies, women's civil society organizations, and donors. Proficiency in using computers and office software packages, including MS Word and Excel, is required, along with experience in handling web-based management systems. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance the candidate's profile.
