In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

The India Country Office specifically works on promoting women's leadership in governance and intergovernmental processes, and collaborates with various stakeholders including civil society, government agencies, and the private sector.

Job Overview:
The Technical Consultant will play a crucial role in supporting the Centre for Sustainable Urban Livelihoods (CSUL) under UN Women’s India Country Office. This position involves overall planning and research related to gender urban livelihoods, providing substantive inputs for evidence generation, policy strategy, and action plans. The consultant will work closely with the National Institute of Urban Affairs (NIUA) and the Ministry of Housing and Urban Affairs (MoHUA) to ensure successful implementation of programs aimed at empowering urban poor, women, and vulnerable groups. The role requires a strong commitment to gender equality and the ability to integrate gender perspectives into urban development initiatives. The consultant will also be responsible for engaging with various national ministries and state departments, ensuring that the programs align with the broader goals of sustainable urban development and gender equality.

Duties and Responsibilities:
The Technical Consultant will be responsible for a comprehensive set of duties including: 1) Research Design and Implementation: Developing new research concepts and methodologies focused on sustainable urban livelihoods, and designing innovative interventions to address emerging trends. 2) Management of Knowledge Systems: Overseeing current knowledge systems related to livelihood development and ensuring alignment with CSUL objectives. 3) Research Process Oversight: Leading the research process from strategy development to report preparation and dissemination. 4) Stakeholder Engagement and Coordination: Maintaining communication with research teams and stakeholders to ensure adherence to research protocols. 5) Technical Guidance and Capacity Building: Providing technical guidance across CSUL’s verticals and supporting the development of research methodologies. 6) Database Development: Creating and maintaining a robust database on the urban livelihood ecosystem. 7) Support to Research Team: Assisting in setting research priorities and mentoring junior research fellows. 8) Representation and Advocacy: Representing CSUL at national and international events to promote research findings.

Required Qualifications:
Candidates must possess a strong commitment to gender equality and women's empowerment, demonstrated through relevant research or work experience. They should have strong research and writing skills, analytical abilities, and creative thinking. The ability to work logically and pay attention to detail is essential, along with sound judgment and the ability to collaborate with diverse teams.

Educational Background:
A Master's degree in Gender Studies, Urban Planning, Sustainable Livelihoods, Urban Management/Studies, Social Sciences, or equivalent degrees from recognized institutions is required for this position.

Experience:
Candidates should have at least 8 years of professional work experience, with a minimum of 5 years focused on urban-centric projects involving collaboration with cities and states. Experience working with state or central programs and public sector enterprises on livelihood projects is desirable. Proven experience in managing large-scale research communications and working with multiple stakeholders at various government levels is also required.

Languages:
Fluency in English and Hindi is mandatory, with proficiency in any other Indian language considered an asset. Candidates should be able to effectively communicate research findings to diverse audiences.
