Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. JOB CONTEXT : The rehabilitation project, funded by the USAID, started in October 2015 and is expected to last for 8 years (until September 2023). The project's goal is to improve quality of life of persons with brain lesions, especially those with brain stroke, traumatic brain injury, cerebral palsy and/or spina bifida/hydrocephalus, by improving access and quality of rehabilitation services. In order to do so, the project develops 4 main approaches: · Strengthening of rehabilitation service delivery (equipping rehabilitation departments and units in hospitals; supporting the development of multidisciplinary, person-centered and evidence-based services; translation and validation of internationally recognized assessment tools and scales; strengthening discharge and transitional care from hospital to home, supporting house accessibility improvement and provision of assistive devices…) · Building Human Resources’ capacities and skills (development of Continuing Medical Education modules; development and strengthening of professional education programs –bachelor and/or master for OTs and PTs; mentoring of rehab care providers through placement of volunteers…) · Strengthening governance and networking (development of National Rehabilitation Guidelines; organization and/or participation to national and international conferences; improvement of managerial practices…) · Improving awareness among general population and local authorities on home accessibility and independent living The rehabilitation project has a nation-wide reach and is being implemented in 6 different locations: Hanoi and Hai Duong in the Northern part of the country; Hue and Da Nang in the Central Region and Ho Chi Minh City (HCMC) and Dong Nai in the South. The project partners with the Ministry of Health (and provincial departments of health), hospitals (rehabilitation departments/units) at national, provincial and district levels as well as Medical Universities. YOUR MISSION: In coordination with the Country Project Manager the project team (project managers and officers) and partners, and under the supervision of the Regional Health and Rehabilitation Specialist, the Technical Officer provides technical support and guidance for project activities planning, organization, implementation and monitoring and follow-up. Special attention will be given to the project’s innovative approaches (digital solutions for rehabilitation - telerehab and AAC- affordable and locally-made features for house accessibility and assistive devices). Responsibility 1: Project Planning and Monitoring -You participate, under the coordination of the project’s operations team, to project reporting (provides information, when required for monthly briefs, quarterly reports, annual report, desk reports...) -You participate, under the coordination of the project’s operations team, to project documentation (activity reports) -You supports the organization of planning workshop(s) with partners (technical group meeting and project' Steering Committee) - supports in setting up agenda, presentations, group discussions... -You participate to discussions on the annual work plan (activity planning, annual targets/results...) -You advise on project's technical orientations and priorities Responsibility 2: Activity Organization and Implementation Sub-responsibility 2.1: Telerehabilitation -You identify external resources and support (experts, existing solutions or tools…) for the development of telerehab services in Vietnam -You coordinate the development of a local solution (telereh’App) and its content (movies, features, information material…) -You support lobbying towards local authorities for the adoption of developed solutions Sub-responsibility 2.2: Accessibility and assistive devices -You support the needs assessment (for enhancing house accessibility and production/provision of assistive devices) -You help identifying affordable and locally made solutions for improving independence at home (accessibility and assistive device) -You coordinate the production of information material and tools (movies/brochures/cards to guide the production of affordable solutions for improving house accessibility and production/provision/use of assistive devices) and related media campaigns -You support the development and provision of assistive devices and installation of accessibility features Sub-responsibility 2.3: Training – CME and Training Replication -You participate to the identification of external consultants to support technical training of core rehabilitation trainers on rehabilitation care for persons with stroke, traumatic brain injury/head injury, cerebral palsy and spina bifida/hydrocephalus; -Together with external consultants and core rehabilitation trainers, you support the revision/finalization and validation of in-service training curriculums and corresponding training material for rehabilitation service providers -You support the planning and preparation of training of trainer activities/workshops: agenda, participants, methodology... -You support to running of training activities/workshops and participates to these activities; -You support the development of replication material and follows-up training replication activities; -You provide training follow-up: mentoring and technical support in hospitals, assessment of newly acquired skills and knowledge, refreshing/complementary training needs identification... Sub-responsibility 2.5: Mentoring and supervision of Rehab Volunteers -You are the person of reference for all technical question or issues the rehab volunteers (PTs, OTs and STs) might face – in particular in regard to evidence-based services, in-service training and the development of solutions for telerehab, accessibility and assistive devices. Sub-responsibility 2.6: Others -You support the identification of needs (both from service provider’s perspective and project's perspective) in regard to type of data to be collected (service users/beneficiaries, service outcomes, service satisfaction, quality of life...) and in regard to data and patient management (patient file, forms for assessment, goal setting and rehab plan, follow-up...) -You support the running and ensures the follow-up of support and training mission on RMS -You identify networking opportunities for partners (international conference, posters and presentations, article publication…) -You support the upgrading of the PT bachelor education program together with the WCPT and the implementation of a Master program for PTs with the UCL Responsibility 3: Technical Support to HI staff -You provide support to the project team (HI team - Operational Coordinator, Project Managers and Project Officers) on technical topics (rehabilitation principles and concepts, multidisciplinary care, person-centered approaches, RMS, Quality of Life, Service Outcomes...). -You develop and implement a training plan on rehabilitation for HI's project team (needs identification, training provision, training follow-up, exchanges...). YOUR PROFILE : · You hold a degree in rehabilitation · You have at least 2 years of clinical experience with evidence-based care for persons with brain lesions · You have previous experience with telerehabilitation or digital solutions for rehab · You show interest for innovative approaches · You are autonomous, responsible and proactive · You demonstrate diplomacy and capacity to work in intercultural environement · You are open minded, calm and flexible · You speak and write English CHARACTERISTICS OF THE POSITION : The position is based in Hanoi (North of Vietnam); however, the rehab project is a national project with activities in the South (Ho Chi Minh City and Dong Nai Province) and central provinces of Hue and Quang Tri (where regular trips need to be made). All in all, major cities in Vietnam (Hanoi, Ho Chi Minh and quite a few cities on the coastline) offer very good living conditions with low criminality and access to most services one could ask for.
