Job Description
Under the ExB project “Capacity Building of Customs officers from Kyrgyzstan and Afghanistan”, PMD is tasked with providing support to the State Customs Service under the Government of the Kyrgyz Republic (SCS) and Afghan Customs Department (ACD) on providing advance training and developing new training curricula. The PMD needs to recruit the consultant for implementing above-mentioned results.
Objective of Assignment:
The PMD therefore requires the services of experienced expert, who will coordinate and collaborate with the SCS and SBS of KR; provide mentorship for the Kyrgyz officers; and assist in delivering training courses to the participants. In order to fully cover the assigned task the PMD will contract one national expert with experience in Customs related issues and solid background in the negotiations processes with the Government officials.

Seven months
Tasks and Responsibilities:
Under the overall supervision of the Project Manager, the successful candidate will be tasked with the following duties:
Assistance in organization of a Roundtable, working, co-ordination meetings with representatives of state bodies;
Mentorship of the Kyrgyz customs officers;
Agreeing with the SCS nominations to the training courses;
Establishing and maintaining good relationship with the SCS and the World Customs Organization Regional Training Centre and their Senior Management to develop and maintain a high quality training process and provide advices on potential topics based on beneficiaries’ training needs;
Assist the Project Manager in defining the target group of participants from Kyrgyzstan for all capacity building activities within the project;
Providing training courses to the participants of the courses.
Deliverables:
Lists of participants who successfully completed training courses;
Training Curricula for State Customs Service of the Kyrgyz Republic;
Training summary reports;
Training materials;
Meeting reports;
Monthly SSA Deliverables reports;
Reports on monthly meetings with the Senior Management of the SCS to follow-up with project related activities.
Necessary Qualifications:
University degree or a professional education acquired from the job training and officer up-skilling in a national law-enforcement organization, preferably border or/and customs agencies;
Over 15 years of relevant professional experience in customs/border management issues in the Kyrgyz Republic;
Good knowledge of customs and border procedures in the Kyrgyz Republic;
Experience in organization and implementation of training activities;
Proficiency in Russian and Kyrgyz;
Computer literate with practical experience with Microsoft applications.
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
