Job Context

  • This position has the overall responsibility to oversee and provide insight and strategic guidance to BIENGS Project implementation with a high level of standard and impact while fully compliant to WV and the EU requirements and strategic priorities.
  • The BIENGS is a 54-month project to improve maternal and nutrition" style="border-bottom: 1px dotted #007bff !important;">child nutrition in six sub-districts in rural and nutritionally vulnerable areas of Jamalpur and Sherpur districts of Bangladesh. The project is aiming at addressing the behavioral aspects of positive nutrition practices along with the social factors that influence the adoption and maintenance of those behaviors, whilst engaging in health systems strengthening to ensure effective delivery of quality nutrition interventions within the health system. Through productive and economic empowerment, the project will increase food and nutrition security" style="border-bottom: 1px dotted #007bff !important;">security, diet diversification, and the nutritional status of poor and ultra-poor households and enhance resilience to reduce their vulnerabilities to climate and other shocks. The project will promote local-level community participation in nutrition governance by facilitating social monitoring of nutrition and agricultural services and will improve multi-sectoral coordination and the promotion of locally informed nutrition advocacy.
  • The Team Leader will ensure that the technical direction of the project is geared towards achieving the desired impact and will be responsible and accountable for overall program quality. S/he will maintain donor liaison, counterpart relationships and a wide range of internal and external stakeholder while working closely with and leading field-level coordination of BIENGS Consortium members that consists of 5 international and national partner agencies e.g. IFPRI/HP, IDS, US, WV United Kingdom (the Lead Partner) and WV Australia. The Team Leader will also coordinate with the WV technical specialists national and international (TSU) offices, other EU funded nutrition governance partners - CARE, United Purpose, ICCO, Concern Universal and Save the Children, as well as with National Task Team and Steering Committee housed at Food Planning and Monitoring Unit (FPMO) under Ministry of Food, Government of Bangladesh.
  • The Team Leader will ensure effective talent management and will play a critical role in mobilizing the support of various technical teams and departments within WV Bangladesh (WVB). S/he will also be responsible for guiding the technical specialists of different domains, the Program Manager-Finance, and the implementing partners in ensuring sound administrative and financial management systems at different levels. The position will promote and support anchorage at the regional office level so that the field teams can work with a good level of independence and undertake initiatives on their own.
  • The Team Leader will lead the networking advocacy with national government institutions, CSOs, ministries, and networks. Under the direct guidance of director" style="border-bottom: 1px dotted #007bff !important;">Senior Director Operations, the Team Leader will chair/represent the project in Project Steering Committee meetings and coordinate with the National Nutrition Council in developing demand-driven innovations and interventions.
  • The Team Leader will uphold WVBs approach to gender and diversity and the core values and basic principles followed by WVB.

Job Responsibilities

  • Provide leadership in achieving the goal and outcomes of the project, mobilizing staff and local partners and other project resources;
  • Lead team members in project implementation in accordance with the standards of programming and the requirements of WV and the donor including financial and M&E functions;
  • Manages the relationship with national level Government counterparts and other networks ensuring that project objectives are achieved
  • Liaison with Donor, Project Steering Committee, consortium members, and other stakeholders
  • Ensure strong monitoring and result management system is implemented
  • Reporting to WVB management and donor as per requirements

Educational Requirements

Additional Requirements

  • Basic understanding on nutrition-sensitive agriculture, value chain development, nutrition-specific interventions, or women's empowerment issues
  • Well conversant with the multi-sectoral governance, nutrition-specific and nutrition-sensitive intervention, climate-smart and nutrition value chain agriculture, and ICT-based information portals.
  • Demonstrated skills in managing finance, HR, and procurement of large donor-funded projects.
  • Advanced understanding of monitoring and evaluation (M&E)
  • Strong communication, report writing, and presentation skills both in Bangla and English
  • Knowledge & skills on Communications, Networking, and Advocacy
  • Leadership and team-building
  • Strong stakeholder management and coordination skills, flexibility, adaptability, and patience; facilitation and interpersonal skills
  • Strong knowledge and work experience with bi-lateral / multi-lateral donors including e.g. EC, DFAT, DFID, USAID, including a strong understanding of their compliance requirements
  • Minimum 10 years of professional experience in senior positions with 5 years experience of leading/managing large development projects/programs.
  • Experience of working with communities using participatory approaches
  • Experience in implementing programs through consortium partnerships with local NGOs.
  • Demonstrated experience in multi-sectoral nutrition programming, in particular in the areas of nutrition-sensitive agriculture, women's empowerment, social and behavior change communication, and WASH.
  • Good networking and liaison experience with national government departments, nutrition and governance platforms, and private sector in nutrition-specific and sensitive service delivery
  • Staff performance management experience, including team building, coaching, and counseling
