The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. This position is located in the Facility and Asset Management Section (FAMSS) of the Resources Management and Service Development Division (RMSDD). The Associate Facilities Management Officer oversees all aspects of the buildings management and reports directly to the Chief, FAMSS.
ResponsibilitiesUnder the overall supervision of the Director, RMSDD the incumbent is required to perform the following functions: 1. Manage the maintenance, repair, installation and construction of building infrastructure, building systems, building services, both installed, replacement and new. 2. Coordinate maintenance services for installations, systems, and equipment throughout the complex. 3. Prepare scopes of work and technical specifications including engineering drawings, bills of quantity and cost estimates for construction/modification/alteration works taking into consideration all relevant building codes for construction, health and fire safety. 4. Carry out technical evaluation of offers and, after contract has been awarded to successful contractor, supervise, coordinate and monitor implementation of contract and progress of work to ensure compliance with drawings and specifications and determine justification for technical changes to the contract and prepare progress reports; 5. Develop standards for existing and future facilities related services and guidelines for the ongoing operation of the buildings and associated services. 6. Liaise with security" style="border-bottom: 1px dotted #007bff !important;">Security and Safety for safety inspections of premises, report and investigate accidents and recommend correction of safety or fire hazards. 7.Identify common issues and best practices, make strategic recommendations, and develop plans to achieve objectives and increase efficiency. 8.Draft responses to the board of auditors, OIOS and Joint Inspection Unit on audit-related issues and additional information requests for construction and common service subjects/studies as required; monitor the implementation of internal and external audit recommendations. 9.Prepare status reports, briefing papers, updates and ad hoc reports on status of the various stages of the planning, design, construction, of the work programme as required, communicating findings, recommendations, analysis and concepts to the Chief of the Section as appropriate. 10.Assist in the implementation of the work plan of the Section and in managing the resources and participate in the preparation of annual budget and spending plan of the Section. Ensure that all financial goals are met. 11.Supervise general service staff in the Section and contractual services required to run the day-to-day operations 12.Undertake other duties, as required.

EducationAdvanced university degree (Master's degree or equivalent) in facilities management, engineering (preferably electrical or mechanical engineering), logistics, or other related fields, is required. A first-level university degree in the aforementioned fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of two years of progressively responsible experience in engineering, facilities management or other related fields is required. Two years of work experience in the area of facilities management in a supervisory role is also required.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in written and spoken English is required. Knowledge of Arabic is desirable. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
