Private Sector Engagement and Risk Reduction Coordinator

Organizational Setting The main aim of FAO Country Offices, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods. The tasks envisaged for this consultancy are to be carried out through the Emergency Centre for Transboundary Animal Diseases (ECTAD), which is currently implementing a number of projects in various countries in Asia. The ECTAD Regional and Country Teams are dedicated to working with the governments in preventing and controlling emerging infectious and zoonotic diseases by working closely with regional and national stakeholders in the animal production and health sector. Reporting Lines The incumbent shall operate under the direct supervision of the Regional Manager of the Emergency Centre for Transboundary Animal Diseases (ECTAD) and the operational guidance of the Budget Holder (BH) and shall closely coordinate with the Regional Animal Health Economics and Value Chain Coordinator and FAO team members at country offices, RAP and HQ, as appropriate. Technical Focus The Private Sector Engagement and Risk Reduction Coordinator will be tasked with supporting the programmatic approach adopted by the Emergency Centre for Transboundary Animal Diseases (ECTAD) in the Regional Office for Asia and the Pacific (RAP) focusing on private sector stakeholder engagement (PSE) in the design and implementation of activities. Moreover, risk reduction is a key component of the USAID funded Global Health Security Program (GHSP), with regional and country activities that require coordination. The Private Sector Stakeholder Engagement and Risk Reduction Coordinator will lead the activities related to private sector engagement, including the implementation and monitoring of the ECTAD Asia’s roadmap for PSE, and serve as focal point for risk reduction initiatives. Tasks and responsibilities

• Lead the implementation of FAO ECTAD Asia’s Private Sector Engagement (PSE) roadmap, which includes:
  • Updating the stakeholder mapping and profiling, including engagement modalities, as required;
  • Coordinating regular updates on PSE practices and lessons learned with ECTAD country teams, and developing a quarterly summary to keep the regional and global managers informed;
  • Coordinating information sharing and collaborations related to PSE with other FAO units;
  • Developing material (virtual and printed) to: 1) introduce ECTAD Asia to potential partners to explore collaborations, and 2) disseminate the efforts conducted by ECTAD Asia in PSE (including identifying success stories and champions);
  • Backstopping ECTAD country teams to support their activities related to PSE, including identifying needs and organizing trainings (in collaboration with FAO’s Partnership unit) to address such needs, supporting pre-screening, matchmaking and due diligence processes, as well as approaching and negotiating with private sector entities;
  • Developing, in collaboration with partners, work plans and a monitoring and evaluation framework to monitor the progress made on formal collaborations with the private sector;
• Coordinate collaborations and seek synergies with private sector initiatives relevant for the scope of work of FAO ECTAD Asia, including the TRANSFORM initiative supported by USAID in India, Viet Nam, and Indonesia;
• Support ECTAD country teams in their PSE efforts, according to the rules and principles established by FAO’s new strategy for PSE;
• Support the work on value chains analysis in the region, in consultation with country teams, partners, and collaborators (such as the Regional Field Epidemiology Training Program for Veterinarians), including the development of annual work plans;
• Serve as the focal point for the risk reduction initiatives conducted in the region, including improved biosecurity practices, infection prevention and control (IPC), farm certification, traceability, etc., keeping a bi-monthly record of all the initiatives implemented in Asia and collating success stories for their dissemination;
• Support ECTAD country teams in the design, implementation, and evaluation of risk reduction initiatives;
• Attending conferences and meetings relevant to PSE, value chains and risk reduction in the area of animal health (including AMR); and
• Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements

• University degree in in economics, business administration, international development or a related field;
• Five years of relevant experience in managing and coordinating private sector engagement (PSE) and private-public partnership (PPP) activities and projects in national and regional approaches and programmes;
• Working knowledge of English and limited knowledge of one of the other UN languages (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in animal health and PSE/PPP;
• Understanding of FAO policies and programmes is considered a strong asset;
• Related experience with regional and international organizations and/or public-private sector partnerships;
• Extent of experience in formulation, implementation and monitoring of PSE/PPP projects and activities;
• Experience in contributing to project monitoring, evaluation and learning, including preparation of technical reports;
• Extent and relevance of experience in liaison with partners and institutional contexts.
