OBJECTIVES OF THE PROGRAMME
1.
Design, implement and manage computer-based applicationsincluding
health information systems,
database management, health on theinternet, at the regional office and country offices and member states includinghuman resources development, provision of ICT infrastructure,
needs assessment,networking and resources sharing and application management and engineering. 2. Coordinate the design, development and formulation of policiesand work of the regional office for application of
information technology inhealthcare delivery 3. Advise, as principal
adviser, the senior management on ICTregional strategy 4. Design and implement policies and plan ofaction for improving the technology infrastructure in the Regional Office andcountry offices
DESCRIPTION OF DUTIES
1) Lead and manage the ICT regional strategy and direct, design andimplement policies and plan of actions for improving the technologyinfrastructure in the regional office and country offices 2) Coordinate electronic data and
document management services andsystems across the regional office and work with EMRO divisions, units andfield offices to ensure implementation of an integrated approach forcomputerized workflow 3) Guide member states in the use of information technology forhealth applications, including database development for electronic healthrecords, Health
information systems, Internet and Intranet resources, decisionsupport systems and electronic libraries, and extend this support thegovernment and non-governmental organizations, academic research institutionsand other
regional organizations 4) Lead programs to develop national and regional capacity inhealth information technology and telecommunication. 5) Coordinate the ICT

emergency functions in theregion 6) Provide professional services required to develop, maintain andadministrator EMRO
computer applications which includes system
analysis andsupport, Application architecture and engineering, database
administration 7) Direct an interdisciplinary team providing front “officeservices, including support to desktop users, video conferencing services, ITtraining, and maintain end-user devices. Also, ensure integrity of ICTenvironment focusing on back office functions such as LAN, email service,security and disaster recovery 8) Management control of unit budget including monitoring thepreparation of cost estimate for equipment, staffing, spare parts, supplies andoperating costs/Services.
REQUIRED QUALIFICATIONS
Education
Essential: Master's degree in computer engineering, Electronics andtelecommunication or Information technology.
Desirable: Additional certification and courses in information systems,management and telecommunication as part of
continuous learning is desirable.
Experience
Essential: At least 10 years total of progressively responsible professionalexperience in ICT management, implementing complex IT systems and services,systems development, IT infrastructure administration and IT security, out ofwhich at least five years at international level.
Desirable: Broad experience in WHO or the UN system. Experience in developingcountries. Experience in management of bilateral or international agreements
Skills
Demonstratedmanagerial, supervisory and leadership skills. Extensive knowledge of theprinciples, theories, practices and techniques for managing the activitiesrelating to planning, managing and implementing IT systems and services.Knowledge across multiple technical areas such as IT administration, systemanalysis/development methods, databases, IT infrastructure management, ITsecurity and business process analysis. Ability to plan and coordinate a widevariety of activities across multiple ICT areas. Good inter-personal skills,staff management, motivation and
conflict resolution skills.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2568 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
