The Senior Compliance Monitoring and Evaluation Officer is under the functional supervision of the Director for the Strategic Planning and Policy Service.
ResponsibilitiesWithin delegated authority, the Senior Compliance Monitoring and Evaluation Officer will manage a small team responsible for the implementation of overall strategies and inter-departmental policies and procedures related to strategic accountability and performance, including evaluation, compliance monitoring, knowledge management, corporate performance measurements and risk management, and accountability to oversight bodies. The incumbent of the post will be responsible for the following duties: • Advises and supports the SPPS Chief, UNDSS field operations, Designated Official or Head of Mission and security focal points of the United Nations Security Management System (UNSMS) regarding evaluation of security-related matters, implementation of and compliance with security policies and procedures, and development of lessons learned and best practices. • Maintains and enhances lines of communication with UNSMS entities, including agencies funds and programmes and security focal points. • Coordinates and leads the implementation of a compliance monitoring and evaluation mechanism to ensure the effectiveness of security planning, security operations and implementations of measures aimed at improving staff security and conduct of UN programme activities in field operations. • Maintains cooperation and collaborations with authorities and international institutions, provides briefings, advice and training to UNSMS personnel and operational partners of the United Nations (such as entities under Saving Life Together framework). • Ensures overall implementation of safety and security policies of the UNSMS. • Supports departmental priorities on the monitoring of corporate performance indicators, operational excellence, and knowledge management, as well as other related priorities. • Develops strategic goals, objectives, plans for the delivery of the substantive activities of the team and implements corresponding outputs. • Guides the definition of policies, methods, and standards for the implementation of the substantive activities of the team. • Manages and prepares reports on management, personnel, budget, and assets. • Develops and manages extra-budgetary funded projects as required. • Develops, reviews data, provides inputs for reporting. • Identifies and promotes lessons learned and best practices. • Perform any other duties as may be assigned by the Chief of Service.

EducationAdvanced university degree (Master’s degree or equivalent degree) in security management, business administration, political/social science, psychology, international relations, or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of ten (10) years of progressively responsible experience in security, risk, disaster or emergency management in the public or private service areas is required. Of these, at least five (5) years of managing personnel is required. A minimum of two (2) years of experience in UN Security Management System or similar International Organizations within security or related area is required. A minimum of two (2) years international field experience in security operation is required. A minimum of two (2) years international field experience in peacekeeping environment is desirable. Experience in audit, evaluation of programmes, monitoring of strategic performance is desirable. Experience within the United Nations system or similar large organization is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
