The Programme Management Officer for Compliance Monitoring and Evaluation reports to the Senior Compliance Monitoring and Evaluation Officer and is under the functional general supervision of the Director for the Strategic Planning and Policy Service. The focus of this job is the monitoring and evaluation of programmes, operations and other activities in an assigned functional area.
ResponsibilitiesWithin delegated authority, the Programme Management Officer on Compliance Monitoring and Evaluation will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc. related to compliance monitoring and evaluations; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Coordinates the development of the compliance monitoring and evaluation workplan through discussions with Section Heads and Chiefs of Units; • Assists in compliance monitoring and evaluation policy development and updating, as well as the development of evaluation guidelines and templates; • Facilitates discussion with key evaluation stakeholders by coordinating meetings and leading the discussions; • Researches, analyzes and presents information gathered from diverse sources. • Assists in evaluation design and scoping,including the review and analysis of issues and trends from various data sources, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; conducts interviews; reviews, analyzes and interprets responses, identifies problems/issues and prepares findings, recommendations and conclusions. • Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data • Monitors gender mainstreaming and other cross cutting issues in all evaluation initiatives • Prepares various written outputs, e.g. draft concept papers, background papers, analysis, sections of reports and studies, inputs to publications, etc. • Communicates compliance monitoring and evaluation results through a variety of fora such as presentations, policy fora, and other interactive sessions; • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops and seminars in support of evaluation activities makes presentations on assigned topics/activities. • Participates in or coordinates field missions, including provision of guidance to external evaluation consultants, inter-agency teams and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

EducationAdvanced university degree (Master’s degree or equivalent) in social sciences, business administration, public administration, security management or a related field. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree. Programme Management and Evaluation Certifications are an advantage.
Work ExperienceA minimum of five years of progressively responsible experience in conducting project or programme monitoring and evaluation and/or security programme management or related area is required. Experience in using data to inform decisions, strategies and execution is required. Experience in designing and conducting evaluations, conducting interviews, designing surveys, and questionnaires and in managing/coordinating teams of inter-agency personnel and consultants is desirable. Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
