Key duties include contributing to the design and implementation of HIV prevention interventions, strengthening health facilities' capacity to identify and link unreached HIV-positive clients to care, ensuring provider-initiated HIV testing and counseling is available at all service points, and supporting regional health management teams in planning and evaluating HTS activities. The RTO will also provide technical leadership in implementing high-yield HTS and Linkage Case Management strategies, support routine monitoring and data collection, and collaborate with stakeholders to strengthen referrals to ART, PrEP, and NCD care. Additionally, the RTO will ensure compliance with national guidelines and ethical standards in service delivery, and mentor junior staff to enhance their technical capacity.

The position requires experience in program implementation, quality improvement, and capacity strengthening, as well as strong skills in data analysis and performance monitoring. Excellent communication and stakeholder engagement skills are essential, along with proficiency in Microsoft Office applications and project monitoring systems. Experience in proposal development and technical design is also beneficial.

The ideal candidate should have a minimum of 4 years of experience in HIV prevention, HIV Testing Services (HTS), or related public health programs. Demonstrated experience in implementing HIV prevention interventions, including HTS, HIVST, SNS, and PrEP programs is crucial. Experience working with the Ministry of Health and USG-funded projects is highly desirable, as is proven experience in technical assistance, capacity building, and supportive supervision of healthcare workers and implementing partners.

Languages:
Fluency in English is mandatory, and proficiency in Swahili is highly desirable, as it will facilitate communication with local stakeholders and communities. Knowledge of additional languages may be considered an asset, depending on the specific needs of the project and the communities served.
