Job Overview: The WFP Consultant - Security position is crucial for providing technical risk management expertise and guidance to ensure effective decision-making regarding risk management escalation. The consultant will coordinate the implementation of United NationsSecurity Management System (UNSMS) and WFP security risk management strategies, providing direct support to security personnel at both the Country Office and Field Offices. This role involves ensuring compliance with security policies, developing crisis management plans, and advising the director" style="border-bottom: 1px dotted #007bff !important;">Country Director on security matters. The consultant will also be responsible for conducting context analysis in conflict-affected areas, ensuring that safety and security considerations are integrated into WFP Uganda's program activities, and maintaining effective communication regarding security operations. The position requires a proactive approach to risk management and a commitment to ensuring the safety and security of WFP personnel and assets.
Duties and Responsibilities: The consultant will be responsible for a wide range of duties, including but not limited to: providing technical risk management expertise; coordinating the implementation of UNSMS and WFP security risk management strategies; ensuring compliance with security evaluation and audit recommendations; supporting the development of crisis management plans; advising the Country Director on security management; conducting context analysis in conflict-affected areas; ensuring mandatory security reporting; maintaining effective communication systems for security management; managing relationships with local partners; representing WFP at inter-agency meetings; and training security personnel. The consultant will also be expected to deliver security atmospherics, monitor security incidents, and ensure adherence to gender risk management approaches within the security framework.
Required Qualifications: Candidates must possess a strong background in security risk management, with a minimum of seven years of progressively responsible experience in security, risk, or disaster management. Significant experience in directing and managing security personnel and operations is required, along with superior analytical abilities to assess policies and programs. Candidates should demonstrate leadership skills in a supervisory capacity, effective communication abilities, and a commitment to providing excellent customer service. Knowledge of the United Nations Security Management System (UNSMS) and experience in developing security operations metrics are also essential qualifications for this role.
Educational Background: An advanced university degree in Security Management, International Relations, Law Enforcement, or a related field is required. Alternatively, a first university degree with additional years of relevant work experience and/or training may be accepted. A diploma from a Military or Police Academy with qualifying relevant experience can also be considered in lieu of the first university degree.
Experience: The position requires a minimum of seven years of progressively responsible experience in security, risk, or disaster management, particularly in public or private service areas such as national security, military, or police. Candidates should have significant experience in managing security personnel and operations, demonstrating the ability to lead teams effectively and provide technical security operations advice.
Languages: Fluency in English is mandatory, with intermediate knowledge of another official WFP language (Arabic, Chinese, French, Russian, Spanish, or Portuguese) being advantageous. Candidates must possess strong communication skills in English, both verbal and written, to effectively engage with diverse stakeholders.
