Job Overview: The consultancy aims to provide expert technical leadership for the implementation of the Sustainable Financing Roadmap for Uganda (2026–2030), specifically addressing the domestic financing requirements linked to the Demographic Dividend. The consultant will be responsible for leading evidence generation, strategic policy dialogue, and institutional capacity development to enhance the Government of Uganda's ability to allocate and manage resources effectively for Sexual and Reproductive Health and Rights (SRHR) and adolescent health. The role involves engaging with various stakeholders, including government ministries, to ensure that budget allocations are increased and effectively utilized. The consultant will also explore innovative financing mechanisms and work towards embedding sustainable financing tools within government processes, ultimately transitioning from aid dependency to sustainable domestic financing.
Duties and Responsibilities:
Lead the execution of the UNFPA CPD10 Sustainable Financing Roadmap, ensuring alignment with Uganda's Public Finance Management Act and budget calendar.
Generate and utilize strategic evidence to inform policy dialogue and advocate for increased domestic budget allocations for SRHR and adolescent health.
Conduct Public Financial Management (PFM) assessments to identify bottlenecks and improve expenditure efficiency across national and local government levels.
Develop targeted budget notes and financing factsheets to quantify financing gaps and demonstrate the return on investment to fiscal decision-makers.
Facilitate advocacy efforts during critical decision points in the Ugandan budget calendar to protect and scale domestic budget allocations for SRHR and TPSR implementation.
Analyze fiscal space opportunities and model efficiency gains in health sector spending.
Engage with International Financial Institutions to align financing strategies and explore innovative financing mechanisms.
Build institutional capacity by transferring knowledge and tools to government staff and stakeholders, ensuring sustainability of financing strategies.
Conduct participatory workshops and technical sessions to enhance understanding of financing analytics among government and UNFPA staff.
Required Qualifications:
Advanced university degree (Master’s) in Health Economics, Public Finance, Economics, Public Policy, Development Economics, or a related field.
Minimum of 5 years of progressively responsible experience in health economics, public financial management, and sustainable financing strategies in developing countries, with a strong preference for experience in Uganda.
Deep knowledge of Uganda's Public Finance Management Law and processes, including the Public Finance Management Act (PFMA 2015) and Programme-Based Budgeting (PBB).
Proven expertise in developing Investment Cases, Cost of Inaction analyses, and Public Expenditure Reviews within health or social sectors.
Strong capacity for high-level policy advocacy with government ministries and international financial institutions.
Excellent facilitation, training, and strategic communication skills, with the ability to translate complex economic data into actionable policy messages.
Educational Background: Candidates must possess an advanced university degree (Master’s) in relevant fields such as Health Economics, Public Finance, Economics, Public Policy, or Development Economics. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and analytical skills to effectively engage with complex financial and economic issues related to sustainable financing in the health sector.
Experience: The position requires a minimum of 5 years of progressively responsible experience in health economics, public financial management, and domestic resource mobilization. Candidates should have a strong track record of working on sustainable financing strategies in developing countries, particularly in Uganda. Experience in engaging with government ministries, international financial institutions, and conducting fiscal analyses is crucial for success in this role.
Languages: Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by the consultancy.
Additional Notes: The consultancy is expected to last for 100 working days over a period of 11 months, with a working schedule of 3 days per week. The consultant will work under the direct supervision of the UNFPA Programme Specialist for Population and Dynamics, in close collaboration with various government ministries and UNFPA staff. The role involves significant engagement with stakeholders at multiple levels, and the consultant is expected to deliver electronic versions of reports for each phase of the consultancy.
