Job Overview: The position of Asociado/a de Presupuesto y Programación at WFP involves providing analytical support and advice on resource planning and management. The role is crucial for executing budgetary analysis, resource management, and programming activities. The incumbent will collaborate with unit heads and representatives to implement best practices for the efficient and effective use of funds. This position requires a proactive approach to ensure that the WFP meets its strategic objectives and key priorities, particularly in the context of achieving zero hunger. The role also involves contributing to the development of budgets, ensuring accuracy and relevance, and supporting the preparation of funding proposals. The successful candidate will play a key role in monitoring and reporting on resource utilization, ensuring alignment with donor conditions and organizational strategies.
Duties and Responsibilities: The main responsibilities of the Asociado/a de Presupuesto y Programación include:
Contributing to the implementation of plans and policies by establishing clear objectives and coordinating budget and programming activities in line with WFP strategies.
Preparing budgets to ensure accuracy, relevance, cost-effectiveness, and integrity, while identifying deficiencies and providing comprehensive feedback to stakeholders.
Developing budgets within WFP's corporate systems, gathering information from involved units, and ensuring all supporting documentation is available.
Supporting the preparation of funding proposals by budgeting for proposals, analyzing donor trends against operational deficits, and suggesting prioritization options for funding by activity and modality.
Analyzing the closure activities of Country Strategic Plans (CSP) to ensure necessary actions for resource transfer and timely initiation and closure of activities.
Reviewing and analyzing supply chain requirements, including requests for advance financing, to ensure timely coverage of deficits and efficient use of contributions.
Monitoring fund sub-allocations according to applicable procedures and guidelines, ensuring fund availability for timely commitments by executing units.
Contributing to the preparation of interim, progress, and final reports as stipulated in contribution agreements with various donors, particularly those negotiated locally.
Supporting the activation, deactivation, and management of supply lines of the Global Commodity Management Facility (GCMF) when necessary. 1
Collecting and analyzing data to prepare accurate and timely reports to facilitate informed decision-making. 1
Representing the unit in internal meetings and committees as required, providing budget and resource programming insights. 1
Applying standard emergency preparedness practices and contributing to financial risk monitoring. 1
Performing other related functions as assigned to support the unit's objectives.
Required Qualifications: The minimum qualifications required for this position include:
Nationality as a Bolivian or a foreigner with a valid work permit at the time of application.
A university degree in Business Administration, Statistics, Finance, Economics, or other related fields. Additional training in Project Management, Statistical Analysis, and/or Operational Planning and Management will be considered favorably.
At least six (6) years of relevant work experience in budget analysis, resource management, operational planning, data analysis, or related areas. Experience in preparing, managing, monitoring, and reporting on operational budgets using corporate information systems is essential.
Proven experience in analyzing large volumes of data and consolidating and presenting accurate, consistent, and interpretable information tailored to different audiences for decision-making purposes.
Experience supporting operational planning processes, projecting needs, and monitoring resource availability and utilization while coordinating information across various areas. Previous experience in international organizations, international cooperation, public sector, or humanitarian organizations will be valued.
Educational Background: Candidates must possess a university degree in relevant fields such as Business Administration, Statistics, Finance, or Economics. Additional qualifications in Project Management, Statistical Analysis, or Operational Planning and Management are advantageous and will enhance the candidate's profile.
Experience: Candidates should have a minimum of six years of relevant professional experience in areas such as budget analysis, resource management, operational planning, and data analysis. Experience in preparing and managing operational budgets, as well as utilizing corporate information systems for financial management, is crucial. The ability to analyze substantial data volumes and present findings in a clear and actionable manner is also required. Experience in international organizations or humanitarian contexts will be considered a significant asset.
Languages: Fluency in Spanish (written, spoken, and read) is mandatory. Proficiency in English (written, spoken, and read) is also required, as it is essential for communication within the organization and with international stakeholders.
