Job Overview:
The Migration Data and Information Management Officer will play a crucial role in strengthening IOM Malaysia's capacity to collect, manage, analyze, visualize, and utilize migration and displacement data. This position involves supporting the design and implementation of primary data collection methodologies, ensuring data quality assurance, and developing reporting frameworks and analytical products. The officer will work closely with various program units and stakeholders to enhance the use of migration data for operational decision-making, strategic planning, and policy dialogue. The role also includes providing technical guidance and capacity-building support to program teams and partners, ensuring that data and evidence are effectively leveraged to support IOM Malaysia's strategic objectives and program portfolio.

Duties and Responsibilities:
The duties and responsibilities of the Migration Data and Information Management Officer include:
  • Supporting the design, consolidation, and standardization of migration and displacement data collected through various primary data collection exercises.
  • Conducting regular data quality checks and validation processes to ensure the accuracy and completeness of data.
  • Analyzing primary and secondary migration data and developing analytical reports, dashboards, and trend analyses.
  • Providing training and capacity-building sessions for staff and partners involved in data collection and analysis.
  • Coordinating the effective use of mission data systems and identifying opportunities for improvements.
  • Collaborating with government counterparts and partners to strengthen migration data coordination.
  • Developing relevant information management products to address data gaps and support program monitoring.
  • Providing technical and thematic guidance on migration data usage in policy dialogue and donor briefings.
  • Performing any other duties as assigned.

Required Qualifications:
Candidates must possess a Master's degree in Science, Information Management, Statistics, Social Sciences, Development Studies, Political Science, International Relations, Migration Studies, Law, or a related field from an accredited institution, with at least two years of relevant experience. Alternatively, a University degree in the above fields with four years of relevant professional experience is acceptable. Candidates should have experience managing multi-source migration data collection systems, excellent qualitative and quantitative data analysis skills, and a strong understanding of migration governance and data work in various contexts. Proven ability to deliver technical training and build data literacy among staff and partners is essential.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Science, Information Management, Statistics, Social Sciences, Development Studies, Political Science, International Relations, Migration Studies, Law, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with additional years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have experience managing multi-source migration and displacement data collection systems, including conducting key informant interviews, household surveys, and assessments. Candidates should demonstrate excellent qualitative and quantitative data analysis skills and have a proven track record of producing high-quality reports and dashboards. Experience in information management work, particularly in data verification, validation, and quality assurance, is crucial. A strong understanding of migration governance and experience working on migration issues in various contexts is also necessary.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

The position is internationally recruited, and candidates are required to be mobile.
