Job Overview:
The Senior Programme Support Associate will work under the direct supervision of the Chief of Mission (CoM) and in close coordination with Heads of Units at IOM Dublin. This position is crucial for supporting the planning, development, implementation, monitoring, and reporting of IOM programmes in Ireland. The role encompasses a wide range of responsibilities including programme development, donor engagement, policy analysis, resource mobilization, and compliance with IOM and donor requirements. The Senior Programme Support Associate will collaborate closely with programme staff, government counterparts, donors, UN agencies, Civil Society Organizations (CSOs), and other stakeholders to ensure effective delivery and growth of IOM's programme portfolio. This position requires a sound knowledge of programme management, migration issues, donor requirements, and results-based management, along with the ability to exercise initiative and judgment in supporting programme quality and strategic growth.

Duties and Responsibilities:
The Senior Programme Support Associate will be responsible for coordinating the implementation of IOM Ireland projects in accordance with IOM policies, donor requirements, budgets, workplans, and timelines. Key responsibilities include: coordinating and analyzing programme Monitoring and Evaluation (M&E) information, tracking programme performance results against established indicators and targets, and recommending corrective actions to improve operational effectiveness and programme quality. The Associate will also coordinate the preparation and review of donor reports, programme updates, briefing notes, and other related documentation, ensuring compliance with donor agreements and organizational standards. Additionally, the role involves managing programme data collection, analysis, and information management processes, maintaining accurate records, documenting lessons learned, and promoting knowledge-sharing across programmes. The Associate will monitor and report on migration trends and emerging priorities in Ireland, contributing technical inputs to support programme planning and funding opportunities. Furthermore, the position requires contributing to the design and development of programmes, project proposals, concept notes, and funding applications, identifying funding opportunities, analyzing donor priorities, and supporting donor engagement efforts. The Associate will maintain effective working relationships with donor counterparts, government authorities, diplomatic missions, Implementing Partners (IPs), and other relevant institutions to facilitate successful programme implementation and development. Other duties include supporting the preparation of communication and visibility materials, coordinating donor visits and briefings, and participating in relevant inter-agency forums and meetings to strengthen partnerships and promote IOM priorities.

Required Qualifications:
Candidates must possess a Bachelor’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, candidates with a High School diploma and seven years of relevant professional experience will also be considered. Accredited Universities are those listed in the UNESCO World Higher Education Database. The position requires experience in project development and management, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, and liaising with governments and international agencies. Candidates should have experience with project planning, scheduling, and resource deployment, as well as evaluation and assessment. Experience in donor relations and grant management, particularly with donors of IOM’s interest, is also essential.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related discipline. Candidates with a High School diploma may be considered if they have extensive relevant professional experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates with a Bachelor’s degree, or seven years for those with a High School diploma. Candidates should have substantial experience in project development and management, particularly in humanitarian and migration-related contexts. This includes complex project implementation, budget drafting, and research, as well as experience in liaising with government authorities and international institutions. Experience in donor relations, grant management, and results-based project development and reporting is also crucial, along with a proven track record of technical writing and editing in the international development or humanitarian sector.

Languages:
Fluency in English is required for this position, both oral and written. All IOM staff members are required to be fluent in one of the IOM's official languages, which include English, French, and Spanish. Proficiency in additional languages may be beneficial and will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
