Job Overview:
The Regional Programme Coordinator and Thailand Programme Manager will lead the implementation of the WE RISE Together Programme, which is funded by the Australian Government through the Mekong-Australia Partnership (MAP). This role involves providing strategic oversight for the Thailand Programme while coordinating efforts across the Mekong Subregion, which includes Cambodia, Laos PDR, Thailand, and Vietnam. The incumbent will be responsible for ensuring that the programme aligns with UN Women's strategic priorities and effectively promotes women's economic empowerment through gender-responsive procurement practices. The position requires collaboration with various stakeholders, including government institutions, civil society, and private sector actors, to enhance market access and economic opportunities for women and marginalized groups. The coordinator will also oversee the monitoring, reporting, and evaluation of programme activities, ensuring that they meet the established goals and objectives. This role is crucial for advancing gender equality and fostering inclusive economic growth in the region.

Duties and Responsibilities:
  • Lead the regional coordination and country-level implementation of the Mekong-Australia Partnership (MAP) project, 'WE RISE Together'. This includes managing the programme based on Results-based Management (RBM) principles and UN Women’s regulations, overseeing budgets, and ensuring alignment with country and regional priorities for women's economic empowerment.
  • Provide oversight for Thailand Programme management, including budget and results management, and offer strategic technical guidance on public gender-responsive procurement (GRP) and small and medium-sized enterprises (SME) policies.
  • Analyze the development context in Thailand to identify key opportunities and partners for project planning and implementation, ensuring coherence with UN Women’s overall programme.
  • Supervise partnerships with private and public sector actors to engage them in the WE RISE Together initiative.
  • Lead monitoring and reporting efforts, coordinating between regional and country-level teams, and ensuring timely submission of financial and narrative reports.
  • Develop and implement advocacy strategies to promote women's economic empowerment, coordinating high-impact campaigns and stakeholder engagement.
  • Support the development of technical support materials and capacity-building programmes for staff and external partners, facilitating knowledge exchange and best practices among Mekong countries.
  • Supervise the WRT Programme Associate and ensure effective team collaboration and performance.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in public administration, law, economics, human rights, gender equality, management, social sciences, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification is considered an advantage. Candidates should have at least 5 years of progressively responsible experience in the design, implementation, monitoring, and evaluation of development programmes and projects, preferably within the UN system. Experience in promoting gender equality and social development, particularly in the context of women's economic empowerment and gender-responsive procurement, is essential. Strong advocacy and policy influencing skills, as well as experience in working with governments and inter-governmental bodies, are desirable. Knowledge of Results-based Management principles and experience in private sector engagement for resource mobilization are also beneficial.

Educational Background:
The position requires a Master’s degree or equivalent in relevant fields such as public administration, law, economics, human rights, gender equality, management, or social sciences. A first-level university degree may be accepted in combination with additional qualifying experience. A project/programme management certification would be an added advantage, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 5 years of progressively responsible experience at the national or international level in the design, implementation, monitoring, and evaluation of development programmes and projects. Previous experience in the development sector, particularly within the UN system, is a plus. At least 5 years of experience in promoting gender equality and/or social development, along with experience in women's economic empowerment, is required. Familiarity with inclusive and gender-responsive procurement, as well as advocacy and policy influencing, is desirable. Experience in applying Results-based Management principles in programme planning and implementation is also important.

Languages:
Fluency in both English and Thai is required for this position, with excellent written and communication skills in both languages being essential. Proficiency in additional languages may be considered an advantage, particularly in the context of engaging with diverse stakeholders across the Mekong Subregion.

Additional Notes:
This position is full-time and involves significant interaction with various stakeholders, including government agencies, civil society organizations, and private sector actors. The role may require travel within the Mekong Subregion to facilitate programme implementation and stakeholder engagement.
