Job Overview:
The Technical Officer for Governance & International Cooperation will play a crucial role in supporting the coordination of International Technical Assistance (ITA) to national and regional authorities in Ukraine. This position is integral to WHO's mission of translating global health commitments into actionable national strategies. The officer will be expected to lead the establishment of a regional coordination platform, facilitate multisectoral policy dialogues, and ensure alignment of health governance initiatives with national priorities. The role requires a deep understanding of Ukraine's health governance architecture and the ability to navigate complex political environments to promote effective health system recovery and reform.

Duties and Responsibilities:
1) Support the coordination of International Technical Assistance (ITA) to national and regional authorities, ensuring alignment with government priorities and reducing duplication of efforts across donor-funded initiatives. 2) Lead the establishment and functioning of a regional coordination platform at the oblast level, fostering collaboration among regional authorities, international partners, and NGOs to enhance information-sharing and coherent implementation of health sector recovery and reform priorities. 3) Provide liaison and coordination support with national and sub-national authorities, UN agencies, international and national NGOs, and other partners in implementing relevant BCA, CCS, EPW2, and GPW14 priorities related to health governance, health system recovery, and reform. 4) Assist the supervisor and WHO Representative in preparing for bilateral meetings with senior government officials, national institutions, and international partners. 5) Contribute to partnerships and joint work among international development agencies and other stakeholders, supporting WHO’s convening and coordination role while promoting coherence, policy relevance, and timely implementation of activities under donor-financed initiatives. 6) Facilitate multisectoral policy dialogue events, forums, and conferences with participation from national and sub-national authorities, international development partners, and other relevant stakeholders on health governance and health system recovery and reform, promoting information-sharing, coordination, and alignment of approaches on specific health reform policy issues. 7) Support information management, data analysis, and mapping exercises, contributing to the preparation of timely reports, briefings, and situation analyses related to health governance, recovery, and reform. Additionally, support networking and partnerships with relevant stakeholders to enhance the visibility of WHO’s work in these areas.

Required Qualifications:
Essential qualifications include a first-level university degree (Bachelor's level) in social sciences, public health, political sciences, public administration, legal affairs, or a related field. A Master's degree in one of these fields is desirable. Candidates must demonstrate at least 2 years of experience coordinating activities with partners, stakeholders, and donors in public health, health systems, or international development. Experience working with international organizations, particularly WHO or the UN, in delivering policy advice and technical support to countries is also desirable, along with familiarity with EU accession or EU-funded programming in the health sector.

Educational Background:
Candidates must possess a first-level university degree (Bachelor's level) in relevant fields such as social sciences, public health, political sciences, public administration, legal affairs, or a related field. A Master's degree in one of these areas is considered an asset and enhances the candidate's profile for this position.

Experience:
The position requires a minimum of 2 years of demonstrated experience in coordinating activities with partners, stakeholders, and donors in the fields of public health, health systems, or international development. Experience in working with international organizations, particularly WHO or the UN, is highly desirable, especially in delivering policy advice and technical support to countries. Familiarity with EU accession processes or EU-funded health sector programming is also beneficial.

Languages:
Essential languages for this position include expert knowledge of English and Ukrainian. Intermediate knowledge of another United Nations language is desirable, which would enhance communication and collaboration in a multilingual environment.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Ukraine will be accepted. The remuneration package includes an annual base salary starting at USD 47,491, subject to mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave. The position may involve a written test and/or an asynchronous video assessment as part of the screening process.
