Job Overview:
The Finance Officer position is integral to the financial management of the EpiC project in the Philippines, which is a multi-year initiative funded by the U.S. President's Emergency Plan for AIDS Relief and the U.S. Department of State. This role involves providing comprehensive finance support to the project, processing and recording financial transactions, reviewing travel and administrative documents, maintaining finance files, and ensuring compliance with FHI 360 policies and donor regulations. The Finance Officer will work closely with the Senior Finance & Admin Officer to ensure that all financial activities align with the project's objectives and standards, thereby contributing to the overall success of the EpiC project.

Duties and Responsibilities:
The Finance Officer will be responsible for conducting pre-audits of vouchers, invoices, travel expense reports, and supporting documents for project-funded payments, ensuring that appropriate account codes are accurately recorded. The role includes performing and reviewing reconciliations for bank accounts, balance sheet accounts, vendors, inventory, and other relevant accounts. The officer will assist with bank communications regarding project accounts, balances, checkbook requests, and bank statements. Additionally, the Finance Officer will support the Senior Finance & Admin Officer during audits and prepare necessary schedules. Spot checks and reconciliations of petty cash will be conducted in accordance with FHI 360 and donor requirements. The officer will review and process payment requests for vendors, consultants, and staff reimbursements, ensuring that all documentation meets FHI 360 cost principle requirements. Furthermore, the officer will review accounting transactions to confirm that costs are charged to the correct codes before they are released to the accounting system, and will ensure that statutory payments are processed and paid on time in accordance with Philippine law and FHI 360 policies. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess strong analytical, numerical, critical-thinking, and problem-solving skills. A proactive approach to identifying cost savings, cost avoidance, and efficiency opportunities is essential. Familiarity with U.S. Government-funded projects and grants management policies is required, along with the ability to interpret financial and quantitative information and reports. Knowledge of Philippine taxation, national and local business regulations, and statutory requirements is crucial. The ability to manage tight deadlines and a high volume of work with minimal supervision is necessary, as is the capacity to work collaboratively in a multidisciplinary and multicultural environment. Strong written and spoken English communication skills and well-developed computer skills are mandatory. Budget development and general ledger skills, along with knowledge of generally accepted accounting, budgeting, and fiscal control principles, are also required. Candidates must be able to handle complex and confidential information with discretion.

Educational Background:
A Bachelor's degree in accounting or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective financial management and reporting within the context of the EpiC project.

Experience:
Candidates should have five to seven years of relevant experience, which includes at least two years in financial management and reporting, as well as one to two years in grants management. This level of experience ensures that the Finance Officer is well-equipped to handle the complexities of financial operations within the project and can communicate effectively with clients and staff.

Languages:
Proficiency in English is mandatory, both written and spoken. Additional language skills may be beneficial but are not explicitly required for this position.

The expected hiring salary range for this role is PHP 720,000 - 840,000 for the annual basic salary.
