Job Overview:
The Financing Partnerships Specialist position is situated within the Partner Funds Division of the Climate Change and Sustainable Development Department (CCSD) at ADB. This role is pivotal in supporting the administration and coordination of Japan-funded trust funds, particularly focusing on the ADB-Japan Scholarship Program (ADB-JSP). The specialist will be responsible for managing the scholarship cycle, ensuring effective communication and coordination with various stakeholders, including the Government of Japan and academic institutions. The position requires a proactive approach to enhance the management of Japan-funded programs and facilitate collaboration across different departments and external partners. The specialist will also be involved in implementing strategic communication plans and ensuring compliance with donor visibility requirements, thereby contributing to the overall mission of ADB in fostering prosperity in Asia.

Duties and Responsibilities:
The duties and responsibilities of the Financing Partnerships Specialist include managing the administration and operations of the ADB-Japan Scholarship Program, which encompasses scholarship cycle management, policy implementation, and monitoring of scholars. The specialist will oversee fund-level administration of Japan Funds, including the preparation of financial reports, monitoring disbursements, and ensuring compliance with audits. Additionally, the role involves facilitating institutional coordination with the Government of Japan and other stakeholders, organizing consultations and partnership meetings, and supporting internal work planning for the Japan Funds Team. The specialist will also implement knowledge-sharing and visibility activities, develop communication materials, and support the processing of Japan Fund-financed projects, ensuring alignment with fund requirements and effective collaboration across departments.

Required Qualifications:
Candidates for the Financing Partnerships Specialist position must possess a university degree in Economics, Business Administration, Finance, or a related field, preferably at the post-graduate level. A minimum of 6 years of relevant work experience is required, particularly in international development assistance and finance. The ideal candidate should have experience in high-level coordination with stakeholders, a broad understanding of multilateral development bank operations, and prior experience in scholarship administration. Strong written and verbal proficiency in English is essential, and experience working with Japanese government or organizations is considered an advantage.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Economics, Business Administration, or Finance. A post-graduate degree or equivalent qualification is preferred, indicating a higher level of expertise and understanding of complex financial and administrative processes related to international development.

Experience:
The position requires at least 6 years of work experience, with a strong emphasis on international experience in the Asia and Pacific region. Candidates should demonstrate a comprehensive understanding of international development assistance and cofinancing instruments. Experience in coordinating with high-level stakeholders and managing scholarship programs is crucial, as is familiarity with the operations of multilateral development banks.

Languages:
Proficiency in English is mandatory for this position, both written and verbal.
