Job Overview:
The Director position is situated within the Treasury and Liquidity Risk Division (RMTL) of the Office of Risk Management (ORM) at ADB. The role requires relocation to the ADB Headquarters in Manila, Philippines, with all reasonable relocation expenses covered. The Director will provide strategic leadership and oversight of ADB's treasury and liquidity risk management functions. This includes guiding the division's priorities, strengthening risk governance and controls, and offering senior-level advice to support decision-making by ORM, Management, the Board, and other stakeholders. The Director will be responsible for setting the direction, priorities, work program, and performance targets for the division, ensuring alignment with ADB's institutional priorities and ORM objectives. The role also involves leading the identification, assessment, monitoring, and reporting of various risks associated with treasury activities, ensuring compliance with approved risk appetite and governance frameworks. The Director will promote a strong risk culture across ADB and foster collaboration with various departments and stakeholders to achieve the organization's goals.

Duties and Responsibilities:
The Director will have a comprehensive set of responsibilities, including:
  • Providing strategic leadership to the RMTL, establishing its direction, priorities, work program, and performance targets in alignment with ADB's institutional priorities and ORM objectives.
  • Leading the division's treasury and liquidity risk management activities, ensuring timely delivery of high-quality oversight and advice.
  • Identifying, assessing, monitoring, and reporting on market, counterparty, and liquidity risks arising from treasury activities and operations.
  • Ensuring that treasury activities remain within approved risk appetite, policies, prudential limits, and governance frameworks.
  • Leading the development, review, and implementation of treasury and liquidity policies, methodologies, risk limits, systems, and internal controls.
  • Strengthening risk analytics, data governance, systems, and reporting processes to support accurate and actionable risk information for effective decision-making.
  • Overseeing the second-line liquidity risk management function for Ordinary Capital Resources and other funds, including monitoring and assessing liquidity indicators.
  • Providing strategic advice and risk insights to the Head of ORM, Management, the Board, and other stakeholders on treasury and liquidity risk matters, including significant developments and emerging risks.
  • Promoting a strong risk culture across ADB and building strong working relationships with various departments, peer institutions, and stakeholders. 1
  • Managing the division's resources effectively, including budget, staffing, operational priorities, performance management, and talent development. 1

Required Qualifications:
Candidates must possess a Master's degree or equivalent in finance, accounting, mathematics, economics, or related fields. Alternatively, a university degree in these areas combined with at least 10 years of specialized experience relevant to the position will be considered. Additionally, candidates should have at least 15 years of relevant experience in treasury activities and/or market and liquidity risk management, including asset and liability management within a commercial bank or multilateral development bank (MDB). A strong understanding of an MDB's treasury operations, financial policies, liquidity strategies, and controls is essential, along with in-depth knowledge of treasury and liquidity risk management principles, methodologies, and the regulatory environment. Proven experience in developing or overseeing treasury and liquidity risk measurement models, analytics, systems, data management, and reporting processes is also required. Candidates should demonstrate experience in leading complex work programs, managing projects, and delivering high-quality outputs in a financial services or institutional environment, as well as the ability to analyze complex issues and make informed decisions. Leadership experience, including team management and effective communication with senior stakeholders, is crucial.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in finance, accounting, mathematics, economics, or related fields. Alternatively, a university degree in these areas combined with at least 10 years of specialized experience relevant to the position can be considered. This educational foundation is essential for understanding the complexities of treasury and liquidity risk management and for effectively leading the division's activities.

Experience:
Candidates should have a minimum of 15 years of relevant experience in treasury activities and/or market and liquidity risk management, including asset and liability management within a commercial bank or multilateral development bank (MDB). This extensive experience is crucial for understanding the intricacies of treasury operations and for providing effective leadership in risk management.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. This proficiency is essential for effective communication with senior stakeholders and for the preparation of reports and presentations. While English is the primary language required, additional language skills may be considered advantageous but are not mandatory.

Additional Notes:
This appointment is open to both internal and external applicants and is a fixed-term managerial position for an initial period of 3 years or up to the Staff's Normal Retirement Date (NRD), whichever comes first. After the initial period, ADB may choose to renew the appointment for an additional fixed term of up to 3 years or allow it to expire based on various factors, including the relevance of the staff's skills to ADB's medium- to long-term plans. There is no limit on the number of renewals up to the Staff's NRD, but this appointment is not convertible to a regular appointment.
