Job Overview:
The SECONDMENT Assistant Director CBRNE will lead and manage the Chemical, Biological, Radiological, Nuclear, Explosives, and Vulnerable Targets (CBRNE & VT) Sub-Directorate. This role involves overseeing a range of terrorism-related activities, ensuring that the policies and plans of the Directorate are implemented effectively. The incumbent will be responsible for fostering a high-performing team environment, ensuring adherence to INTERPOL’s values and governance policies. The position requires coordination with various INTERPOL capabilities and focuses on global CBRNE & VT threats, capacity building, strategic partnerships, and project management to support member countries in preventing and responding to CBRNE-related threats.

Duties and Responsibilities:
  • Lead and manage the CBRNE & VT Sub-Directorate, ensuring that strategic and operational objectives are met.
  • Oversee CBRNE & VT operations support and coordination, maintaining the implementation of CT’s Global Crime Programme.
  • Develop and implement strategies for capacity building and outreach to member countries.
  • Design and develop programs that align with the objectives of the Global Crime Programme.
  • Maintain knowledge of the CBRNE & VT threat landscape and enhance partnerships with international stakeholders.
  • Coordinate fundraising initiatives to ensure sustainability of CBRNE & VT deliverables.
  • Strengthen member countries' capacities to prevent and investigate CBRNE-related crimes.
  • Ensure delivery against key performance indicators and governance reporting.
  • Act on behalf of the Director in their absence and represent INTERPOL at international conferences. 1
  • Perform additional duties as required by the Director or Executive Director.

Required Qualifications:
  • A minimum of 5 years of university education, preferably in Law, Criminal Justice, Public Policy, Police Management, or a related field.
  • Senior-level law enforcement training.
  • Minimum of 10 years of experience in Counter Terrorism, CBRNE, WMD, or related fields, with specialized expertise in criminal investigations.
  • Strong leadership skills and experience managing a national law enforcement agency or equivalent position in an international organization.
  • Proven background in managing strategic programs and projects, including performance monitoring and evaluation.
  • Experience in planning and managing complex tasks with minimal supervision.
  • Familiarity with international environments and participation in international projects or working groups is highly desirable.

Educational Background:
Candidates must possess a university degree, ideally in fields related to law enforcement, criminal justice, or public policy. Advanced training in law enforcement at a senior level is also required, emphasizing the importance of a strong educational foundation in relevant disciplines.

Experience:
The position requires a minimum of 10 years of experience in fields related to Counter Terrorism, CBRNE, or WMD. Candidates should have a strong background in criminal investigations and operational exposure in national or international law enforcement activities. Experience in managing strategic programs and projects is essential, along with the ability to work independently and in international settings.

Languages:
Proficiency in English is mandatory. Additionally, proficiency in a second official working language such as Arabic, French, or Spanish is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment.

Additional Notes:
The position is a secondment role with a duration of 36 months. Candidates must ensure that their home Administration/Agency/Service/Government agrees to the conditions of secondment, including salary, benefits, and travel expenses.
